The City has been awarded $49,170.00 from the U.S. Department of Justice for
equipment (vehicle) purchases in the time period 10/01/98 to 09/30/2000. The Mayor
must accept this LLEB Grant within 45 days. The City must have a cash match of
$5,463.00 over the grant period. We request for the Mayor to accept. These funds
were included in the 1999 budget and will be presented to the Council during budget
review.
Mr. Gordy Byrd questioned the year and type of vehicle; and Mr. Montgomery
questioned how soon the vehicle would arrive. Tim Sholtis, Police Department
Administrative Support Manager, responded the vehicle would be a 1999 full size
sedan, and arrive possibly by the end of this year, or at a minimum, by early winter.

Grant.
8B - BUDGET ADJUSTMENT FOR VEHICLE PURCHASE, #AB98-257
The 1990 Plymouth Voyager van that was being utilized by the Special Operations
Group is in need of replacement. Jim Orton, Transportation Division Manager advises
that the net worth and operating expectancy of this van would not warrant the expense
of necessary repairs. He further advised that the vehicle should be surplused and
removed from the fleet. The proposed replacement van has been inspected by the
Transportation Division Manager and found to be an equitable replacement.

Mr. Overson asked which fund this money would come from, and will this be the limit of
the funds for this year. Captain Craig Rogers stated the funds would come from Fund
110, which is a fund that receives fines and assessments from Municipal Court, and
also funds from forfeitures relating to drug issues. He further stated this would be it for
this year.

for Equipment/Vehicle Purchase.
8C - SR304 TRANSPORTATION IMPROVEMENT PROJECT ASBESTOS REMOVAL
NO. 2 - CHANGE ORDER INCREASE, #AB98-258
Northwest Abatement Services, Inc. was awarded a contract to remove and dispose of
asbestos for 21 separate structures within the SR 304 Transportation Improvement
Project. This contract was prepared in cooperation with the Washington State
Department of Transportation to allow for the addition of extra asbestos abatement work
during the contract. Expedient removal of the asbestos is necessary to maintain the
schedule for structure demolition and project construction. At award of the initial
contract, the Mayor was authorized to execute change orders for a total contract
amount not to exceed $90,000.00. Change orders have been executed for 9 additional
structures, which have increased the current total contract amount to $83,727.27. Eight
additional structures will require asbestos abatement in the next month. It is estimated
that this additional work will require the total contract amount be increased to $110,000.
The action before the City Council is to authorize the Mayor to execute change orders
on the SR304 Asbestos Removal No. 2 contract for a total contract amount not to
exceed $110,000.
Lynn Price, SR304 Project Manager, stated the asbestos removal was an important
segment of the overall project, since it must be removed before the demolition of the
buildings continues. Gordy Byrd asked for clarification on the location of the buildings.
Mr. Price stated the buildings are located on Callow Avenue, between First Street and
Farragut Avenue, near the 7-11 store.
Mr. Overson questioned why the contract amount was lower than previously reported
at the Operations Committee meeting. Mr. Price stated that after conversations with
Committee members. and Department of Transportation staff, it was determined to be in
the best interest of the City to go ahead and add just the 8 structures currently available,
because they are more typical of the work that is currently being done by this contractor.
Further contracts will be brought before Council in the near future.

8D - BUDGET ADJUSTMENT FOR 1998 GENERAL FUND/FACILITIES, #AB98-269
General Fund/Facilities is in the process of performing or has performed a variety of
improvements to City facilities that have been provided for in the 1998 budget for
individual departments benefiting by the improvements. Work done, or to be done,
includes the repair of Downtown Library doors, remodel of video production room at City
Council, rough in bathroom at Fire Station #3 warehouse, parking garage
improvements, relocation of Permit Center offices, demolition of 220 Burwell, and
replacement of front entry door and remodel of Police Department counter. A budget
adjustment in amount of $20,000 is necessary to provide for the work being
accomplished by General Facilities.
Rich Hanna, City Treasurer, stated that even though there was adequate funding in the
aforementioned departments, the General Facilities budget was not originally crafted
with the expectation of performing this work. Therefore, an expansion of the Facilities
expenditure authority in the amount of $20,000 is being requested. He also clarified
that most of the work has already been completed.
Public comment - none.
#1370 MISICIU (Montgomery/Overson) Motion to approve Budget Adjustment Request
No. 98-34 to 1998 General Fund/Facilities in the amount of $20,000 to allow City staff
and others to make necessary repairs on City facilities.
President Farr stepped down from hearing the next item due to a conflict of
interest, and passed the gavel to Vice-President Montgomery...

9B - ORDINANCE NO. 4637 (SECOND READING) LEVYING PROPERTY TAXES
FOR COLLECTION IN 1999, #AB98-251
Gordy Byrd wanted to clarify that the City Council can raise the property tax up to a
limit of 106%. John Becker wanted to know if the property taxes were going to actually
be raised to that limit. Mr. Hanna referred to two ordinances discussed at last weeks
Council meeting for first readings. The first ordinance, if passed on second reading
tonight, would raise City tax revenue from property taxes by an amount not to exceed
.85% of the 1998 levy. The second ordinance, which did not pass on first reading with a
super-majority of Council vote, would have increased property tax revenue up to an
amount not to exceed 106% of 1999 revenue. Therefore, the only ordinance to be
considered now, will only allow the maximum amount of property tax revenue to the City
to increase from 1998 to 1999.85% from the 1998 levels. Even if both ordinances had
passed, the City would still be limited to a growth rate not greater than 6% from 1998
levels. He further clarified that the .85% applies to the City's total revenue on its
operating levy from property taxes, not assessments on individual properties. The
City's levy rate will be identical from 1998 to 1999, so the change in an individual's
property tax bill resulting from the City's property tax levy would vary in proportion to
whatever change (up or down) in the individual property's assessed valuation.
#1770 MISICIU (McConnell/Montgomery) Motion to pass Ordinance No. 4637 (Second
Reading), Levying Property Taxes for collection in 1999.
9C - ORDINANCE NO. 4638 (SECOND READING) FOR SHERIDAN HEIGHTS
ANNEXATION 75% PETITION, #AB98-253
Public comment ~ none.
Mr. McConnell referred to a letter received from a citizen, questioning why five
adjoining lots were not considered as part of this annexation. Terrie O'Neill, Municipal
Services Coordinator, explained that they were excluded this time around because they
were single-family houses on a street that enters and exits off of Tracyton Boulevard.
Staff decided that it would be more appropriate to include them in the next step of the
annexation.
#1850 M/S/C (McConnell/Montgomery) Motion to pass Ordinance No. 4638 (Second
Reading), annexing an area known as the Sheridan Heights Area, and fixing the
effective date of annexation.

10A - RESOLUTION NO. 2679, AMENDING FIRE DEPARTMENT FEES AND
CHARGES FOR EMERGENCY AND NON-EMERGENCY SERVICES. #AB98-260
A Resolution is being proposed to increase the fees for ambulance transportation.
Chief AI Duke, Fire Department, stated the last time ambulance fees were raised in the
City, was in 1995. This proposal recommends that the City raise the ambulance fee by
$35.00 across the board. Comparison rates charged by other fire districts in the area,
show that the City of Bremerton still has one of the lowest rates, and the rate is still
slightly less than what it costs to recover the direct cost associated with answering a
call. The current rate of an ALS transport is $200 per call, and this Resolution will raise
that fee to $235.
#1995 M/S/C/U (Montgomery/McConnell) Motion to pass Resolution No. 2679,
amending Fire Department fees and charges for emergency and non-emergency
services.
11A - PUBLIC HEARING ON PROPOSED 1999-2000 BUDGET, #AB98-261
Pursuant to State statute, the City is required to have one public hearing regarding the
proposed 1999-2000 budget.
Mayor Horton stated that this was a very difficult budget to put together, especially with
news received the first part of October, which indicated that some residential City
property had been devalued. She briefly described some of the areas being looked at
in the City to remain in the confines of the budget, such as reorganization of staffing,
TAPE #1581

and ways the City can reduce the use of supplies and services. She discussed the
larger Capital Projects such as the Gorst Connector, continuation of the Combined
Sewer Overflow (CSO) program, Phase 2 of Callow, and improvements to the Anderson
Cove area. In addition, the Evergreen Park redevelopment is projected to occur, along
with other miscellaneous street projects. In the year 2000, the City is looking at a CSO
project in the Pine Road area. She believes this budget will serve the City well in 1999
and the year 2000.
Rov Mclnnis referred to the Mayor's comments regarding repositioning of
Management, and wanted to know how that can save money without downgrading
services. Mayor Horton responded that she was mainly referring to repositioning in the
Police Department, which will take positions from one area of control to another area, to
have a better "span" of management control, and do a better job of servicing the public.
There will be no decrease in Officers patrolling the street.
No action... public input only.
With no further business, meeting adjourned at 6:40 P.M.
