design activities at the well sites have been approximately $154,000; 2) What is the
total cost of the project? In 1997, approximately $36,000 was spent on pre-design. The
1998 budget for design and construction is $300,500. The total annual cost will be
$90,000 per year, including O&M and annualized capital costs. 3) How much of the
cost will come from citizens on their water bill? About $1.80 per person, per year, or
approximately .40 cents per household per month.
8A - TOWER LEASE AGREEMENT WITH AIRTOUCH COMMUNICATIONS, INC.,
#AB98-229
Currently, AirTouch has an existing tower lease at Alexander Lake. This lease
agreement renews their lease for an additional seven years commencing retroactively to
August of 1997. Compensation of $600 per month with an annual CPI factor will be
renegotiated after year four. AirTouch will pay $300 per year to help maintain the
access road to the site.
Kathleen McCluskey, Administrative Services Director, stated that this sight is 2.5
miles west of Pendergast, and referred to a map that pinpoints the location. The City
worked with a consultant to ensure that the current market rate is considered. She went
on to describe other features of the lease. Mr. Andy King representing AirTouch was
available to answer questions, and to state that the lease was agreeable to his
Company.
Public comment - none.
Mr. McConnell asked for clarification of "substantial expansion". Ms. McCluskey
stated it would be anything that impacted the City's ability to use the tower, or the
potential to co-locate. Mr. Law asked who owned the tower. Ms. McCluskey answered
that the City owns the tower, but explained that "renewal" language was not used
because the City does not want to grant a right to an automatic renewal.
#1270 M/S/C/U (Montgomery/Olsen) Motion to approve Lease Agreement with
AirTouch Communications, Inc.
8B - BID AWARD RECOMMENDATION IMAGING SYSTEM AND BUDGET
ADJUSTMENT NO. 98-31, #AB98-230
Proposals were prepared, advertised, distributed, and received in accordance with
accepted Call for Bid procedures for an electronic imaging and information
storage/retrieval system. The purpose of the request for proposals was for the
acquisition and installation of hardware and software and training to provide the City
with the capability of scanning and storing documents on CD-ROMS media, and making
them accessible via the City's computer network.
It is intended that the City Clerk Records, Police Records, and Utility Billing History
archival records shall be the first application using imaging technology.

Ten proposals were received and evaluated by staff. While all of the proposed solutions
could probably perform the required tasks, the evaluation reflected that Archive Index
Systems is the least expensive product overall and the one that can be most
economically expanded at a later date to accommodate additional imaging projects.
Archive Index Systems offers the lowest unit charge for training and consulting. The
proposed system is installed and operating in the cities of Kent, Bainbridge Island, Port
Angeles, and Ferndale. Additionally, a similar system is installed at the Washington
State Department of Ecology, Water Quality Department, Olympia.
Kathleen McCluskey, Administrative Services Director, stated that the City does not
plan to buy all of the equipment now due to prices on this type of equipment continuing
to go down, along with the equipment continuously improving. However, she is asking
for approval of the full amount tonight so that she will not have to return in a couple of
months to have the rest of the project funded. She talked of the many valuable benefits
this system will provide to the City.
Public comment - none.
Mr. Montgomery asked how long it would take to complete the first phase of this
project? Ms. McCluskey stated that it is hoped the system will be in place and training
started in approximately 30 days, and in full swing by the first quarter of 1999. She also
discussed the legality of disposing of certain records, and that some would still be kept
for historical purposes. Mr. McConnell wanted to clarify why we were only doing a
Budget Adjustment for the Police Department. Ms. McCluskey responded that the
original plan was to include all the General Fund departments with the $30,000.
However, since the Police Department had a huge need to put records in storage, and
separate from the rest of City records, it was decided that it made sense to purchase
their own, stand-alone system.
#1877 MISICIU (Montgomery/Arends) Motion to accept the proposal by Archive Index
Systems for the electronic imaging and information retrieval system in the amount of
$52,217.55 (including tax) as to specifications, and approve Budget Adjustment 98-31
within the Police Department Budget and approve acquisition of additional licenses and
components for 1999 expansion, not to exceed $17,000.00.
8C - 1999 CDBG CITIZENS ADVISORY RECOMMENDATIONS, #AB98-231
The City of Bremerton will receive an estimated $550,000 in Community Development
Block Grant Funds for 1999 from HUD. Applications for funds were accepted on August
18. We received 32 applications requesting $1,270,065.00. City staff reviewed the
applications to determine that they met threshold requirements and were consistent with
HUD regulations. The Citizens Advisory Committee (Roy Mclnnis, Tina Davis, and
David Willis) reviewed the applications, interviewed each applicant, and rated the
project in accordance with the approved action plan. The Advisory Committee's
recommendations are attached to the Agenda Bill.
