COUNCIL MEMBER REPORTS
Mr. Reed reported it has been warm and nice in District #9.
Mr. Montgornery thanked those who sent him "get well" cards and he was only
confined in the hospital for two days. On July 28, 1998, he attended a meeting of
the Downtown Revitalization Taskforce and the subject of discussion was "1
Believe In Bremerton," which was presented by Grant Griffin, Executive Director
of the Kitsap Peninsula Visitor & Convention Bureau. He enjoyed Mr. Griffin's
presentation and was pleased to see Bremerton covered in their promotional
brochure.
Mrs. Arends reported she enjoyed the evening Concert on the Boardwalk on
July 24, 1998. It was perfect weather and great entertainment. She also
artended the Charleston Cinema where she saw "The Horse Whisperer,"
Mr. Shepherd reported construction at Evergreen Park is continuing and the
Seabees will be taking out some of the debris next week. The trees, shrubs, and
lawn at Evergreen Park are now being watered. At his District #5 Neighborhood
Meeting that was held on July 23, 1998, updates were given on the Haddon Park
site and Evergreen Park project by Parks and Recreation Director Jim Spencer.
In addition, Police Chief Du Fresne and Captain Hatfield discussed with the
citizens of the District the challenges and successes they have tried to improve
security within their neighborhood. Representative Patricia Lantz and Senator
Bob Oke also artended that meeting. Kitsap Commission Charlotte Garrido
would have artended; however the traffic backup on the Tacoma Narrows Bridge
delayed her. An outcome of that meeting was the continued effort to improve the
alternatives that are available through the Criminal Justice System and law
enforcement. He thanked Police Chief Du Fresne for handling the tough
questions and the hard work that the Police Department has done for their area.
District #5 will perform a focused clean up on September 19, 1998, as part of the
Washington State Water Weeks clean up on Dyes Inlet. Their intent is to pick a
1-2 block area to focus their clean up activity and he is open for suggestions,
which can be called into the City Council Office (478-5280). On July 24, 1998,
he participated on the Parks Department Softball Team at the All City Employee
Picnic. His team won the championship and he was very impressed with the
athletic talent exhibited by the City employees.

Mr. Law announced last week the newly constructed Navy ship "Bridge" arrived
in Bremerton and its commissioning will take place on August 5, 1998, after
which it will be homeported in Bremerton. He encouraged everyone to extend a
friendly "welcome" to the ships' crew letting them know we are glad to have them
as part of our community.
Mr. Farr reported he was honored to make a presentation to a group of State
Legislative Transportation personnel, who were in Bremerton this past week to
get a physical look at the various projects underway that are funded through
State Transportation funds. That group also was given a presentation on the
Sinclair Landing Project. He, along with Councilmen McConnell and Shepherd,
attended the welcoming picnic for the exchange students from Bremerton's Sister
City - Kure, Japan. This is the 29th year that the City of Bremerton has
participated in the exchange of students with Kure Japan.
MAYOR'S REPORT - NONE
PUBLIC RECOGNITION
David Chevis, Martin Luther King Jr., Memorial Scholarship Fund, extended an
open invitation to attend the Constitutional Day Luncheon on September 12,
1998, 11:30 P.M., at the Olympic Lodge. Senator Slade Gorton will be the guest
speaker at that event and the cost is $20.00 per person. Information can be
obtained by calling Tommy Jones 692-6438.
AI Colvin, former Bremerton City Council member, expressed his appreciation
for the opportunity to serve the citizens of Bremerton as a City Council member
for 12 years, which was the greatest experience of his life. He was also grateful
for the honor of having a park named after him and he thanked those who sent
him cards in recognition of that event. He was always confident that Councilman
Montgomery would be back serving the citizens following his brief stay in the
hospital.
Carol Atkinson, Bremerton Main Street Association, announced the next
Concert on the Boardwalk would take place on July 31, 1998, 6:00 - 9:30 P.M
The performing band would be the "Soul Survivors," and food vendors will also
be open for business on the boardwalk. Since seating is limited, she encouraged
the public to bring chairs. At the previous Friday night concert there were also
artists engaged in painting during the concert. As a member of the Chamber of
Commerce's Legislative Committee, she invited everyone to attend the Eggs &
Issues event that will be held on August 4, 1998, 7:30 A.M., at the Melody Lane
Restaurant. As a side note, two weeks ago she was approached by several
people at a High School Class Reunion about how nice it was that Bremerton

could host an open air concert without experiencing any safety issues brought on
by gang members. It appears that other communities in Washington and Oregon
have stopped holding such events due to the disruptive behavior by members of
the public, Ms. Atkinson emphasized Bremerton has been blessed with the kinds
of people that attend the Concerts on the Boardwalk. She especially thanked the
City of Bremerton and the Bremerton Police Department for working proactive
with Bremerton Main Street on public safety issues. Lastly, she thanked all of the
Concert sponsors for their continued support.
President Farr brought up the fact that the concerts are free and questioned the
attendance at the concerts. Ms. Atkinson stated her estimate would be around
2,000. She also reminded the public of the revised route to gain access to the
boardwalk during the construction going on in that area.
Bob Jaenicke, Bremerton resident, expressed concern over the article in today's
"Sun" newspaper regarding a claim filed against the City by the former Assistant
Police Chief Henry Mincey. He felt the Mayor had jumped into something again
before thinking it through. He urged more consideration be given about placing
Mr. Mincey back into that position if a little thing like the recent action would put
him into "emotional distress." He questioned how would Mr. Mincey handle some
real police work in a full time position. At times Mr. Jaenicke may come on too
hard with some people and may be offensive, but Councilman Montgomery and
Council President Farr have always responded to his concerns. He also thanked
Bob Tulp, Public Works Operations Manger, for responding to his concerns in a
positive manner. He expressed concern that Police Chief Du Fresne had not
spoken to him nor acknowledged his presence since the last time he came
before Council two months ago.
Ruth Natividad, Bremerton resident, took exception to Mr. Jaenicke's comments
regarding Henry Mincey. She is personally acquainted with Mr. Mincey and
could validate his being a gentleman and a person of integrity and honesty.
Roy Mclnnis, Bremerton resident, stated he had not intended to make any
comments during Public Recognition; however he could not sit by and not
respond to the comments made by Mr. Jaenicke because he doesn't have a clue
as to what is going on in the City. When people are treated with respect one can
expect respect back from people. Mr. Mclnnis did not know what Mr. Jaenicke's
problem was since it appears he has problems with certain people. He has
observed Mr. Jaenicke at previous Council meetings raise issues with
Councilman Montgomery and Council President Farr. It was his feeling that Mr.
Jaenicke should try and find out what is going on before he starts ranting and
raving about certain people that he may or may not know.

At the July 8, 1998, City Council meeting Susan Brown asked that she be
provided a written response to the following question: "What is currently in place
to prevent someone from continuin.a to build on City property once they received
a Stop Order from the City"?
Response: Judy Johnson, Building Official, will provide a response to Mrs.
Brown on July 30, 1998. Shortly after the July 8th Council meeting, Ms. Johnson
was called out-of-town due to a death in the family. She apologies to Mrs. Brown
for the delay in her receiving a response as requested.
8A - INTERLOCAL AGREEMENT BETWEEN CITY OF BREMERTON AND
KITSAP COUNTY FOR REIMBURSABLE WORK, #AB98-168
To have an interlocal agreement between Kitsap County and the City of
Bremerton for reimbursable work performed by Kitsap County Public Works
and/or for rent of County equipment.
Bob Tulp, Public Works Operations Manager, explained both Council
committees reviewed this item, however the City Attorney had a problem with
some of the hold harmless language, which was resolved. The main focus of the
work performed under this agreement is all of the paint stripping that is done
annually. The City does not own equipment to complete that work, which is
performed by Kitsap County employees using their equipment. He referenced a
joint City/County completed street project on Sheridan Road, which
demonstrated the cooperative efforts between the City and the County.
AI Colvin, Bremerton resident, stated it is easy to criticize the City over various
issues. However, he commended Mr. Tulp for the excellent service he provides
to the City and the citizens of Bremerton.
Mr. Montgomery pointed out Mr. Tulp looks for ways to save the City money and
to work cooperatively with the County.
#0965 MiSICIU(Montgomery/Arends) Motion to approve the interlocal agreement
between the City of Bremerton and Kitsap County Public Works for rent of
County equipment and/or services.

Mrs. Arends expressed her support of the proposed resolution. This committee
has been very faithful in meeting and studied a number of complex issues.
Mr. McConnell asked why was it necessary for the Committee to appoint a new
member until the City Council appoints a new member inasmuch as the Council
meets weekly. Glenna Malanca, City Attorney, explained the reasoning was to
avoid what occurred when one of the members passed away and effectively
there has been a designee from the Kitsap Lodging Association, who has been
attending the Committee meetings, but in reality that person's vote could be
questioned because it was not that specified individual. The proposed resolution
would name an individual as selected by the City Council and tie them to an
organization, but if something should happen to incapacitate them or if someone
should die, there could be a temporary filling of that position and their vote on
issues could not be questioned.
#1022 M/S/C/U(Arends/McConnell) Motion to adopt Resolution No. 2663
appointing individuals holding specified positions on Lodging Tax Advisory
Committee.
10A- PUBLIC HEARING ON RESOLUTION NO. 2662, REGARDING
RECOVERY OF FEES FOR THE REMOVAL OF VEGETATION ON THE
LISTED PROPERTIES, #AB98-170
Ordinance No. 4584 declares that it is unlawful and a nuisance to allow, continue
or maintain grass and weeds exceeding twelve (12) inches in height, shrubs,
brush, vines, or trees which constitute a fire hazard or provide harborage for rats,
rodents, or horticultural pests, or noxious and poisonous plants. The listed
properties are currently in violation of the ordinance, and pursuant to Section
9.14 of the Bremerton Municipal Code, Council is asked to approve the removal
of the nuisance vegetation on the property and collection of the costs incurred by
personal judgment against the owner and a lien against the property.
Janet Lunceford, Department of Community Development, stated originally
there were 23 listed properties and since the Agenda Bill was prepared 13
properties have been removed due their the fact the property owners have
complied. She announced the following properties have been removed from the
list: 1535 Callow Avenue; 2719/2721 Hefner; 1127 Highland Avenue; 1209
McKenzie; 712 Naval Avenue; 1932 Nipsic Avenue; 1117 Ohio; 6032 Osprey

Mr. McConnell asked if all of the property owners had been contacted and an
attempt made to get them to do the actual clean up. Ms. Lunceford stated yes,
the City sent out a letter and given a two-week notice, then they received an
official Weed Abatement Order that set the public hearing date to determine
whether or not the City should remove the weeds.
#1237 M/S/C/U(Montgomery/McConnell) Motion to adopt Resolution #2662,
ordering that the nuisance vegetation on the properties identified by the attached
listing be removed by the City with fees incurred collected as reasonable
abatement costs, which shall become a personal judgment against the owner
and a lien against the property.
With no further business meeting adjourned at 6:10 P.M.
