He found the information very impressive and was totally amazed at the range of TAPE #1301 City Council Reg. Mtg. Minutes July 12, 1995 Page 2 of 5 activities coordinated by the Parks and Recreation Department personnel. His previous impression was based on facilities owned by Parks and Recreation, some of them being outstanding and others kind of middle of the line. After the presentation at the Study Session, the asset to the City is in the personnel in the Parks and Recreation Department. He would never again put much stock in a comment that "there's nothing to do in this town," because that is not true. Mr. Law reminded everyone of the next District #3 Neighborhood meeting, 7:00 P.M., at the Senior Center. This is the second annual "Fire Department On Parade," and he encouraged the young and not so young to come out and experience first hand fire safety and equipment. Refreshments, balloons and trading cards will be free to those attending. Mr. MontGomery reported he attended the ground breaking for the rebuilding of Crownhill School. Mr. Dawkins stated he agreed with Mr. Farr's opinion of the Parks Department and they do help a lot of people. Mr. Colvin echoed sentiments about the value of the Parks Department and congratulated them on the fine job they are doing. A citizen asked him how much money has the City spent on settling lawsuits this month? He could not answer that question; however, he felt such information should be made available to the press so that the public can be informed. Mrs. Huff-Menees stated even though the Parks Department presentation was rather lengthy, it was very impressive by the variety of ways Department heads within the department let Council know their programs are growing, they need to plan for the future in meeting more needs and serving more people, and that they need more funding. She also came away from that discussions feeling very fortunate we have that group of people and a department of that caliber in the City. PUBLIC RECOGNITION Lennie Meeder, Co-founder of the Ethnic Unity Coalition and the lead organizer of Summerfest, announced Summerfest '95 will be held on the boardwalk on Saturday, July 15, 1995, and invited the public to come an enjoy the concession booths and entertainment. At 10:00 P.M. there will be a "Mig fly over" with wing fireworks. This concert is sponsored by Westhills Honda, Buick Expo and Heartland Toyota. A Main Street Sidewalk Sale will be held on July 28 and 29. She echoed earlier complimentary comments about the Parks Department. Gordv Byrd reported this past weekend he artended a meeting of World Wide Dream Builders Association in Portland, Oregon. His plan is to link up his Byrd's Nest project with this new organization. Jim Cochems, 812 So. Summit Avenue, expressed concern over a proposed highway project that would adversely affect a house he moved off of Charleston Beach when a State Highway construction project was completed. At the time he moved his previous home, he felt confident that the site he selected would be far enough away from any future roadway expansions. Now, he is faced with the same kind of situation and he wanted to see what he could do to make sure it didn't happen again. President Huff-Menees asked Mr. Cochems to leave his name and address with the Legislative Assistant so a response could be made to his inquiry. 7A - COUNTY-WIDE INTERLOCAL AGREEMENT TO RECEIVE AND ALLOCATE FEDERAL HOME HOUSING FUNDS, #AB95-150 The City has previously administered both the CDBG and HOME programs for Kitsap County. Kitsap County is the local recipient for Federal HOME housing funds. With the County's decision to operate their own CDBG program, they have decided to administer the HOME program. The City is entitled to operate its own CDBG program and has proposed to do so. The City is not entitled to generate its own HOME program. The attached Interlocal agreement defines the relationship between the City, Kitsap County, and the Kitsap Regional Council Board which functions as the decision-making body for HOME funding allocations. These federal funds can be used for housing which serves low income people whose gross annual incomes do not exceed 60% of area median income. Pam Root, Project Coordinator with the Department of Community Development, stated as the Agenda Bill background states for 1996 Bremerton will be operating its own Community Development Block Grant Program separate from Kitsap County's Block Grant Program, but it is not entitled under Federal regulations to operate its own HOME Investment Partnerships Program. In order to participate in HOME funding, a consortium has to be formed along with other cities of Kitsap County with the County. The County will administer the HOME program and the City of Bremerton will be eligible to compete TAPE #1301 City Council Reg. Mtg. Minutes July 12, 1995 Page 4 of 5 #0786 #0817 for HOME funding along with the other cities in unincorporated areas of Kitsap County. Public comment - none. Mr. Law stated during discussion at the Council Fiscal and Budget Committee meeting it was noted there was no guaranteed representation of the City on the selection board. When Ms. Root consulted the County they did, through one of their commissioners, make a commitment. He asked Ms. Root to read into the record the County's response. Ms. Root stated today a letter was faxed to the City from Lucretia Fishburn, County Prosecuting Attorney, that stated: "Since the interlocal agreement has already been executed by all the parties except Bremerton, she felt the most expeditious way to secure representation for Bremerton for the HOME program was to put language into the Policy Plan, which is currently under negotiation by all the cities and the County." As a result of that statement, she obtained, by fax, a letter from Kitsap County Commissioner Phil Best that states: "It is my understanding that the City of Bremerton is concerned that the interlocal agreement does not specify the make up of the Citizens Advisory Committee, which will screen HOME Program applications prior to submission to the Kitsap Regional Planning Council. Please be assured that the County wishes to work cooperatively with the City of Bremerton to insure the success of the HOME program and to the benefit of all citizens of Kitsap County. Rather than redraft the local agreement, which has already been executed by the County and the cities of Bainbridge Island, Poulsbo and Port Orchard, I suggest that the Policy and Procedures Manual for the HOME program contain a provision defining the make up of the Citizens Advisory Committee with a guaranteed representative from the City of Bremerton." Ms. Root recommended that the City Council accept Mr. Best's offer and language is drafted into the Policy Plan, which will secure representation for Bremerton.
