COUNCIL MEMBER REPORTS Mr. Overson reported he had a great weekend and particularly enjoyed the Concert On The Boardwalk Friday evening and the Air Show on Sunday. He attended the presentation on the upcoming Juvenile Detention Facility Levy proposal on July 13, and encouraged everyone to study that project and closely consider the value of such a facility in Kitsap County. TAPE #1302 City Council Reg. Mtg. Minutes July 19, 1995 Page 2 of 5 Mr. Farr reported he accompanied a couple of Fire Department personnel visiting the site where the fire/rescue boat was being repaired and repowered. Work is progressing with structural modifications nearly complete and the replacement engine was expected within a day or two. Mr. Law reported on a successful District #3 Neighborhood meeting where residents learned about fire safety, viewed fire emergency equipment and learned to use fire extinguishers and fire hoses. He found it refreshing to see the number of parents that cared enough to bring their children so they could learn hands on fire fighting techniques. He thanked Fire Chief Mick McKinley on behalf of the people attending that function. Mr. Montgomery reported he attended the opening night of the "ODD COUPLE" at the dinner theater on 1st and Washington Avenue. He encouraged everyone to support the dinner theater, helping to make it a success. At the Friday night Concert On The Dock a question came up whether there should be more room for dancing in front of the bandstand or have the dancing area on either side of the bandstand. He asked the public to call in their opinion on that issue - 373-1300 or call the Bremerton Main Street Office. Mr. Dawkins reported he has been walking 4-6 miles per day at Lions Field for health reasons and has observed that park is busy all the time. Recent low tides has attracted people to the park to harvest clams. Mr. C01vin asked the City Attorney to comment on the legality of the current City Council members and former City Council members meeting in a round table discussion at a District #1 Neighborhood meeting in September. Ian Sievers, City Attorney, explained it appeared City business would be the topic of discussion involving some history and continuity from the former Council members, so such a meeting should be scheduled as a special meeting of the Council and open to the public. Mr. Colvin extended a "welcome" to his sister-in-law and her grandchildren, who are visiting from California and enjoying northwest weather. Mr. Winters reported he was invited to make introductions at the waterfront event on Friday evening and apologized for not recognizing Council Farr at that time. He related an incident that happened 10 years ago when he, as a Scalawag Committee member, went to Seattle to book Jr. Cadillac for that event and entertainer Chuck Berry handed his guitar to him and mistook him for the limo driver because he was dressed in a tux. He was pleased to see Jr. Cadillac kick off this summer's Concerts On The Boardwalk. He was pleased to see the large crowd on the boardwalk supporting this event. TAPE #1302 City Council Reg. Mtg. Minutes July 19, 1995 Page 3 of 5 Mrs. Huff-Menees reported she also had a great time at the Concert On The Boardwalk. The next two concerts will feature country western and Blue grass music. She announced volunteers are needed for the Chamber Of Commerce's kiosk at the USS Missouri. She volunteered to man the kiosk on Sunday morning and enjoyed meeting people from all over the country. MAYOR'M REPORT reported Saturday's Summerfest '95 was a very nice event and enjoyed by many. She too recalled her earlier years on the Scalawag Committee and felt attending such events as Mayor was much less stressful than planning and putting them on. This past weekend she spent some time at Fire State #2 and observed the activities taking place in that facility. She encouraged Council members to take the time and visit any of the City's fire stations. The firefighters are dedicated and highly skilled and she believes they would appreciate the City's elected officials raising their knowledge about what they do in their job. On Friday she participated in a baseball game...City staff verses Leaders In Training program members. The youth on the Leadership Team ranged in age from 11 - 14 and were the victors by one point 20-19. A challenge match may be in the works prior to the end of summer. On Wednesday, July 19, she and several members of her staff made a presentation before the Economic Development Administration for a i million dollar grant. The City came out ranking third in that process, which may mean the City will not receive funding in 1995, but may be in a better position next year to move up the scale and obtain some EDA funding. The subject grant would have been used for the Werner Road/Auto Center Way improvement project (Westhills Commercial Area). The competition in that process was very stiff with the Port of Seattle coming out #1. This week the City received two grants: (1) dechlorination grant for the wastewater treatment plant; (2) in conjunction with Kitsap County for stormwater source control. She commended the City's grants writer for being successful in obtaining grants for the City. The City has also been fortunate in obtaining some low-interestPublic Works Trust Fund monies, which will save the taxpayers of Bremerton a considerable amount of money. She was pleased to report the Maple View Court property dispute issue is progressing towards a resolution and their attempt to become a good neighborhood is also becoming a reality. She hoped The Sun would have a follow up article about a neighborhood that pulled together and did what they had to do to put their difference behind them and work as a neighborhood. She felt The Sun is very quick to write negative articles and in this instance it was deserving to have a report that ended with a positive result. Mr. TAPE #1302 City Council Reg. Mtg. Minutes July 19, 1995 Page 4 of 5 Winters thanked Mayor Horton for the way she dealt with the residents in Maple View Court as well as Bill Jewel for his positive influence in getting the neighborhood working together. The community in itself is working on getting Mr. Torres reinstated in a different position with the PSNS Police Department. Mayor Horton introduced Doug Berger, Chairman of Leadership Kitsap, a program under the auspice of the Bremerton Area Chamber Of Commerce. Doug Betget greeted the Mayor and Council members and explained the formation and the intent of the Leadership Kitsap Program. The first graduating class had 14 students and he was pleased to have the opportunity to present Fire Chief Mick McKinley with a Certificate Of Completion for that program. Fire Chief Mick McKinlev thanked Mayor Horton for her support and the City's financial assistance in partnership with him to participate in the program. He found the program to be very challenging and was very impressed by the various presenters during the course. PUBLIC RECOGNITION eordy Byrd commented on his enjoying Summerfest '95. Someone commented to him that the flower boxes on the First Street Dock needed maintaining and did not give a good impression of Bremerton in their current state. Mr. Byrd was not sure who had the responsiblity for the flower boxes; however, he wanted to pass on the information to the appropriate party. 7A - AMENDMENT TO PROFESSIONAL SERVICE8 CONTRACT FOR RETAINED COUNSEL, #AB95-152 The City is involved in a lawsuit involving Claimant Dennis C. Olsen's appeal to the Board of Industrial InsuranceAppeals seeking appeal of that certain order dated July 28, 1994, issued under Docket No. 94-5093. Under administrative authority, the Legal Department retained Rebecca Craig, after Jim McNamara left the City to handle two claims. Since the billing for June has slightly exceeded the estimated budget, it is expected the final hearing preparation and hearing will result in total billing of $20,000.00 or less. The Amended Agreement raises the contract limit from $12,000.00 to $20,000.00. Public comment - none. Mr. Neville asked since this matter took place the week of July 10, did the City receive a firm bill? Ian Sievers, City Attorney, stated no.
