He encouraged people to take advantage of future training programs in order to become better prepared in the event of a major disaster. Mr.. Farr noted since Bremerton adopted the Council form of government he has heard continual suggestions that perhaps it would be better to reduce the number of Council members from 9 to 5. He pointed out there were only five Council members seated at this meeting, so the public would have the opportunity to observe how that large a Council would work. MAYOR,8 REPORT Mayor Lynn Hotton'reported in the current Utility Billing cycle she has included a questionnaire about the "Inside Bremerton" program, which runs two times each month on Channel 12. She is seeking input from the public to see if they watch "Inside Bremerton" and if they find the information helpful, and what other kinds of information they would like to see on future programs. On Tuesday, February 21, she held a Department Head Retreat where they discussed several issues, one of which was a focus on customer service and how can the City deal with the publics' issues and also attend to the day-to-day paper administrative responsibilities. One thing identified was the possibility of looking for volunteer help to man either a City information telephone line or an "information booth" in City Hall to help direct people, which will provide quicker access to City services. Anyone interested in volunteering their services should contact her office. PUBLIC RECOGNITION Don Atkinson, Bremerton Main Street Association, announced the activities planned for the St. Patrick's Day celebration on Saturday, March 11, 1995. Ivy Green concurs the request will benefit the City and the association. The change will make it easier for constructing a submariners' memorial, and assist maintenance of grounds by Ivy Green Cemetery personnel. Ian Sievers, City Attorney, stated Council dedicated a couple blocks of plots in the cemetery in 1991, by resolution. The Submariner Association supports the proposed change, which they #0824 TAPE #1265 City Council Reg. Mtg. Most of those changes would either water down the guidelines and requirements or repeal the Act entirely. Bremerton and most other cities and counties have worked diligently to prepare Comprehensive Plans that comply with the spirit and requirements of the Growth Management Act. More than half of those plans have been adopted and are now in effect. Our experience has shown that the Act provides good guidance for inter-jurisdictional coordination while allowing adequate flexibility to accommodate our local visions, needs, and desires. We feel that good, coordinated, long-range planning is essential to the effective management of our future growth. Because of the considerable investment of public funds and many hours of staff and citizen time, this resolution urges the Legislature to support the Growth Management Act. Public comment - none. Mr. Overson stated he felt it was important for the City to let the legislators know where they stand on the issue of growth management. Personally, he believes the Growth Management Act should remain in its present form. Mr. Farr stated he whole heartily supports this item and is one that generally does not stir a lot of interest with a lot of the people within the public. However, it has serious implications for the citizens of Bremerton and the County in general, if the spirit of the Growth Management Act is not followed. He asked to have a Section 5 of the Agenda Bill read into the record. Rich Hanna, Acting City Clerk, read the following: IMPACT OF NON-PASSAGE: #O880 TAPE #1265 City Council Reg. Mtg. Minutes February 22, 1995 Page 6 of 6 ..Serious treats to the State Growth Management Act. ..Poorly written plans that were not developed in the spirit of cooperation and effective long-range planning could be made acceptable if the standards and requirements are watered down. ..Bremerton's Comprehensive Plan cannot be implemented unless Kitsap County's Plan is made to comply with the same rules that all other jurisdictions are currently bound by. Changes in the GMA could wash away the County's lack of compliance and consistency. M/S/C/U(Overson/Dawkins) to pass Resolution No. 2498 of the Bremerton City Council in support of the Growth Management Act followed by its submittal to the State Legislature.
