Minutes May 10, 1995 Page 3 of 6 Conference, where the City participated in a Poster Display of Water Utilities Public Education Program. The City's display won first place for large water systems and received an award of $500, which is to be used toward the American Water Works Association's materials. This display was made by the efforts of the Water Resources personnel, who put together pamphlets, photos, and other display materials and were involved in customer outreach events described in the display. Also, a Utility Video was completed, which involved Bill McKinney, ForestryManager and Kathleen Cahall. (3) Washington Aggregate And Concrete Association - Centennial Award For Excellence In Concrete Construction to the City of Bremerton in recognition of 50-75 years of concrete pavement performance. This is the most outstanding example of the use of concrete in construction. Gene Sampley, Public Works and Utilities Director, accepted the award and stated this recognizes that the City has made good decisions in the past and he believes we can look forward to continued development in the future (50-75 years) because of the foresight and opportunities acted upon now. He acknowledged the Mayor's and Council's leadership in meeting on going challenges. Mayor Hotton reported in May, the Public Works Department will be putting together a display of all of their public works projects that have been completed over the last year. The display will show the projects have been completed on or ahead of schedule, and that they were on or ahead of budget, which in some instances, such as Pendergast Regional Park, allowed the City to construct other things at the site to enhance the development. She extended her "thanks" to all of the employees in the Public Works Department. Municipal Court Judge Bruce Martin administered the Swearing-in of the following Bremerton Police Reserve Officers: Steve Hodas, Martin Knott, Bob Lantrip, Shon Lunt, John Neal, Eric Orn, Ted Porter, Robert Schittone, Merle Shafer, Mike Sitler, Peter Thurman, Travis Traxler, Chris Ward, Tony Villar. PUBLIC RECOGNITION Carol Atkinson, Bremerton Main Street Association, announced the Bremerton Farmers' Market opened on Sunday, May 7; and she announced the entertainers for the six Concerts On The Dock scheduled for the summer months John Thomas stated he did some research on Scotch broom plants at and provided Council copies of a State law citing Scotch broom as a noxious weed (Class C), which makes it a County responsibility. Thanks to some work by Senator Betti Sheldon, he received a number of phone calls from the State Department Of Transportation relaying #0725 TAPE #1287 City Council Reg. Mtg. Minutes May 10, 1995 Page 4 of 6 the information that the park built on Sheridan Road and Wheaton Way was put in by the City and the City planted Scotch broom from the north end of the bridge to Sheridan Road. He also learned there was an agreement between the City and State that the City will maintain the State's right-of-way near the Bridge. However, every time there is a change of Public Works manager, the City neglects to fulfill their portion of the contract. He emphasized the Scotch broom problem is the City's, so lets take care of it. Elizabeth Buell stated for years she has been telling the City Council that Scotch broom is a noxious weed and adversely affects people. She quoted from the State RCW: Civil Infractions..."any owner knowing of the existence of any obnoxious weed on the owner's land who fails to control such weeds in accordance with R.C.W. Chapter 17.10 and the rules and regulations enforced pursuant thereto shall be assessed as follows: Any class A obnoxious weed first offense within 5 years - $750.00; second year $1,000". She urged the City to do something about getting rid of the plants prior to next year's bloom. 7B - MANAGEMENT AND PROFESSIONAL STAFF SALARY PLAN ADJUSTMENTS, #AB95-101 The 1995 Budget (Ordinance No. 4495) states in Section 3 that the salary ranges for Management and Professional Employees will be evaluated during the budget year to maintain equity with wages for represented employees. The negotiation process has now been concluded for the represented employees. The attached revised Appendix "A" reflects an increase of 4.3% for all management and professional positions. It also takes into consideration salary relationships between represented and management positions. Mayor Lynn Hotton stated this salary plan adjustment is predicated upon previously ratified Union contracts with both Teamsters and the Police Union. What she is attempting to do by this proposed increase is to keep the appropriate margin between management salaries and the Union contracted employees. Public comment - none. Mr. Overson pointed out the City has excellent management staff and he agrees that they deserved an increase in salary. M/S/C(Montgomery/Colvin) to approve Appendix "A", revised April 27, 1995, of the City of Bremerton annual budget entitled "City of Bremerton, Management and Professional Staff Salary Plan" to be effective January 1, 1995. Vote on motion: In Favor: Overson, Neville, Huff-Menees, Montgomery, Dawkins, Colvin #0763 #0849 TAPE #1287 City Council Reg. Mtg. Minutes May 10, 1995 Page 5 of 6 Opposed: Winters Motion carried. 8A - ORDINANCE NO. 4513 (SECOND READING) PROVIDING FOR NEW COUNCIL DISTRICTS FOR THE CITY OF BREMERTON AND REPEXLING ORDINANCE NO. 4227, #AB95-098 Public comment - none. M/S/C/U(Montgomery/Neville) to pass Ordinance No. 4513, on second reading, providing for new Council districts for the City of Bremerton, and repealing Ordinance No. 4227. 8B - ORDINANCE (FIRST READING) CREATING A NEWFUNDTO BE CALLED THE EMPLOYEE MEDICAL INSURANCE RESERVE FUND, #AB95-102 The City has contracted with Kitsap Physicians Service for a portion of its employee medical benefits insurance. This contract has been operative since the beginning of 1990. Over the life of the contract, the premiums which the City has paid have exceeded the actual costs of the insurance program. These cumulative savings total approximately $750,000. The Mayor and staff recommend that the major portion of this money be held in the City's possession rather than being left in the possession of the contractor. This ordinance will create a separate fund of the City with which to budget and account for this money. Rich Hanna, City Treasurer, stated on a number of occasions Council has received presentations on the KPS Health Plan and the contract under which it is administered. Nothing in this proposal changes the relationship between KPS and the City other than to make provision within the City's budget and within its accounting system for the City to be in physical possession of some portion of the excess contributions that have been paid over the years to this program. Public comment - none. Mr. Overson pointed out these monies have been the subject of discussions by some of the members of the City, particularly during the budget process. He questioned if those individuals are knowledgeable of the proposed action and if they are in agreement? Mr. Hanna stated yes. M/S/C/U(Colvin/Overson) motion to approve ordinance, on first reading, creating an expendable trust fund to be called the Employee Medical Insurance Reserve Fund and designating the purpose and uses thereof.
