PUBLIC RECOGNITION
Ed Pietras again announced the 18th Annual Italian Spaghetti Festa on Sunday, October 29th" from
1:00 to 8:00 P.M. at the Knights of Columbus Hall to benefit the Olympic Peninsula Kidney Center.
The cost is $6.00 for adults, and $3.00 for children (under 6 free), and there will be door pdzes.
Gordy Byrd questioned the timing on pedestrian "walk" signals that does not allow enough time for
crossing before changing to "don't walk".
Paul Scheyer reported that even though a "Stop Work Order" was issued for the construction of a
bulkhead at 1801 Madrona Point Drive, a pile of dirt was left near a hillside. He felt this was in
violation of the City's Stormwater Ordinance because the dirt could run onto the beach, which was
also near a designated smelt spawning area, so he asked that an abatement be ordered to cover up
the dirt. He also discussed comments made by a City staff member regarding a permit for a setback
variance issued at 922 Shore Drive, which was now expired. Ms. Malanca communicated that Public
Recognition was not an appropriate forum for personal complaints against an employee.
9A - SR304 TIP, SUPPLEMENT NO. 4 TO PARAMETRIX, INC. CONSULTANT AGREEMENT
(#AB00-251): Lynn Price, Project Manager, mentioned that Supplements I through 3 previously
modified the scope of work but did not revise the maximum amount payable. Also, the odginal
agreement was anticipated for completion on December 31, 1999. Due to the extended period of
time necessary to complete the SR 304 project and due to additional regulations and the number of
anticipated construction contracts, the scope of work and maximum amount payable has been
amended. The maximum amount payable has been increased by $240,894 to $2,563,166.
There were no question or comments by the public.
#0485 M/S/C/U (Farr/Reed) Move to approve Supplement No. 4 to the Parametrix, Inc. consultant
contract for the SR304 Transportation Improvement Project in a maximum amount not to exceed
$2,563,166 and authorize the Mayor to do the same.
10A - RESOLUTION NO. 2781. SETTING A HEARING DATE FOR THE VACATION OF A
PORTION OF "O" STREET (#AB00-235): Jeff Shea, Senior Engineer, stated that the City has
received a petition from Dale & Donna Dahl to vacate a portion of "O" Street from Oyster Bay Avenue
to 279 feet east. This right-of-way consists of an unimproved section of right-of-way currently used
as a vehicle access to the property. The furthest east section of this right-of-way is a deep
depression that contains water year round. The vacation is being requested by the abutting property
owners to improve the property for development. The City Council is being requested to establish a
hearing date of November 29, 2000, to consider the proposed vacation.
There were no comments from the public.

and that through Study Session, appointment of a Sub-Committee, and working with the City
Attorney, has produced the proposed rules.
Helen Miller questioned why Section B of Item 12 was removed. Ms. Malanca stated that the rule is
addressed in State Law, and the Council Rules & Procedures were not the appropriate place.
Paul Scheyer voiced his concern regarding Closed Record Hearings.
Susan Brown did not believe that the Council Rules & Procedures addressed a clear process for a
citizen to file a complaint against a City Official. Mr. Rollman asked for clarification that the City's
Code of Ethics and State Law addressed the process for citizen's to file a complaint. He briefly
addressed Rule 1, Section 6, regarding "Executive Sessions".
#1015 M/S/C/U (Reed/Olsen) Move to pass Resolution No. 2774, adopting the new Bremerton City
Council Rules & Procedures.
11A - ORDINANCE (FIRST READING). AMENDMENTS TO THE BY-LAWS OF THE BREMERTON
PARKS & RECREATION COMMISSION (#A00-236): Cris Gears, Parks & Recreation Director,
summarized that the Parks & Recreation Commission considered reducing the number of members
from 9 to 7, and agreed on August 22, 2000 to request that Council consider this action in order to
improve efficiency and reduce the amount of time spent of recruiting volunteers. At this time, there

the functions of the Bremerton Parks & Recreation Commission.
12A - PUBLIC HEARING AND RESOLUTION NO. 2780, REGARDING RECOVERY OF FEES FOR
REMOVAL OF VEGETATION ON THE LISTED PROPERTIES (#AB00-237): Janet Lunceford,

in violation of the Ordinance No. 4584 which defines nuisances. Pursuant to Section 9.14 of the
Bremerton Municipal Code, Council is being asked to approve the removal of the nuisance vegetation
on the property, collect the costs incurred by personal judgement against the owner, and place a lien
against the property. It was announced that the property at 2305 15th Street was removed from the
list; and that property owners are responsible for maintaining overhanging branches in the right-of-
way.
There were no comments from the public.
#1445 M/S/C/U (Law/Rollman) Move that Council pass Resolution No. 2780, ordering that the
nuisance vegetation on the properties identified by the attached listing be removed by the City with
fees incurred collected as reasonable abatement costs, which shall become a personal judgement
against the owner and lien against the property.

PORTIONS OF "C" STREET. NEBRASKA AVENUE. AN ALLEY BETWEEN BAY VIEW DRIVE
WEST. AND STATE ROUTE 3, SOUTH OF "C" STREET(#AB00-238): Jeff Shea, Senior Engineer,
noted that the rights-of-way are located in areas that were purchased by the City as part of the

PORTIONS OF COTTMAN AVENUE AND PERRY STREET (#AB00-239): Jeff Shea, Senior

used as a gravel access way. A private street will be improved to provide access to the property
owners that abut this right-of-way, and access easements will be granted.
Admiral Ross questioned this proposed action, specifically how he was to get from his business to
his residence, with a lot owned by Mr. Haselwood inbetween after this street vacation.
Fred Nuti, representing Haselwood Management, Inc., explained that if Cottman Avenue were
vacated, his company would improve the street, and allow access along Cottman Avenue for Mr.
Ross. He clarified that a portion of F Street and Cottman Avenue will remain undeveloped.
Glen Jarstad provided his comments on this issue, which he thought would be good for the City.
Mr, Reed asked if the offer made by Mr. Nuti of Haselwood Management, Inc. could be put in writing,
and would that satisfy Mr. Ross. Mr. Ross stated that it would, but would like an opportunity for his
attorney to review it.
