CAMBRIAN AVENUE. (#AB00-164) Janet Lunceford, Building Development Specialist II, reported that in November, 1999, an abatement order was posted on the property located at 241 S. Cambrian due to unsafe conditions on the site. The house was abandoned, full of garbage and debris, and inhabited by vagrants. Due to a lack of response by the owner, the City boarded the house to prevent entry on December 13, 1999. Conditions at the property worsened, with vagrants removing the boards and occupying the structure, and more garbage and debris appearing in the yard. All attempts to contact the owner were unsuccessful and the certified copy of the abatement order was returned by the Post Office as "unclaimed". The house and 2 detached garages were demolished beginning on May 3, 2000. The fees incurred for this action totaled $16,192.91. Council must now decide if the fees were just and reasonable and how those fees should be collected. Mr. Conrad asked how the City would recover these fees? Ms. Lunceford responded that the fee would show up on the property owner's next property tax statement, and if not paid by the property owner, the County would foreclose on the lien for three years.
