Minutes March 1, 2000 Page 3 of 6 9B - BID AWARD FOR BUILDING REMOVAL AND SITE PREPARATION FOR EVERGREEN PARK PHASE II. #AB00-058 Jodi Wroblewski, Assistant Parks & Recreation Director, stated that bids were opened on Wednesday, February 9, 2000 for Building Removat and Site Preparation for Evergreen Park Phase II. A total of sixteen/16) bids were received for this initial phase of the project. The low bidder was Ace Paving Company, Inc. of Bremerton, Washington for the lump sum of $60,000. With 8.2% Washington State sales tax, the total contract amount, is $64,920. The estimated cost was between $170,000 & $200,000 based on the non-salvage value of the buildings. There were no comments from the public. Mr. Shepherd explained that this contractor's bid was particularly low because they planned to recycle the buildings. Mr. McConnell asked if the buildings would need to be removed by a specific date. Peter Battuello, Professional Geologist with Parametrix, Inc. responded that to accommodate the removal of the buildings, rather than a straight demolition process, a 70 calendar-day window was allowed. Mr. Esser asked if there was a site location for the buildings to go. Mr. Battuello stated it was his understanding that Ace Paving Company would be moving the buildings to some of their existing facilities in the County. #0740 M/S/C/U (Shepherd/Reed) Motion to approve the low bid from Ace Paving Company, Inc. in the amount of $64,920, including Washington State sales tax, and authorize the Mayor to execute the contract for the Building Removal and Site Preparation subject to City Administrative Policies & Procedures. 9C - PROFESSIONAL SERVICES AGREEMENT WITH MYRVANG ARCHITECTS FOR NEW CLUBHOUSE AT GOLD MOUNTAIN GOLF COMPLEX, #AB00-059 Pat Westhoff, Recreation Coordinator, stated that Requests for Statement of Qualification from interested architectural firms went out in September of 1997 to design a new clubhouse. Twenty- three firms responded, and The Bumgardner Architects were selected. In October of 1999, the lead Bumgardner architect resigned from the firm. The Committee is recommending that the existing contract be terminated and the City award the Clubhouse Design Contract to Myrvang Architects of Silverdale, who were the ones to develop the original site plans for the Gold Mountain Clubhouse. Myrvang Architects were among the firms that responded to the original Statement of Qualifications. The Myrvang firm has solid references, and will be able to take over where the Bumgardner Firm left off, saving the City both time and money. The cost of Design Services is estimated to be approximately $200,000. This number is based on the estimates reached during the pre-design phase For total construction cost. The Architect's fee is derived From Exhibit A, the AIA Document B141 Standard form of Agreement, Page 8, Article 11.2 Basis of Compensation, which is computed as follows: Ten Percent (10%) of Construction Cost plus the cost of reimbursable expenses, not to exceed $200,000. John Becker questioned the spending of this amount of money, for this type of project, considering the financial condition of the City. Paul Drnjevic agreed, and further questioned an expenditure not backed-up by a bond. Mayor Horton clarified that funds for this project were coming from proceeds of golf fees, and not general tax dollars, therefore, taxpayers would not be affected. She reminded the public that golfers had been told that once the courses were expanded, the City would then look at replacing the clubhouse. She further explained that the current clubhouse was in extremely poor condition, and in dire need of repairs. The building is now almost 30 years old, and it would not be cost-effective to repair the existing structure. TAPE #1690 & #1691 City Council Reg. Mtg. Minutes March 1, 2000 Page 4 of 6 Mr. Esser asked if the architect's fee was coming out of golf course revenue. Mr. Westhoff explained the money has been set aside from the golf course budget for this year. Mr. McConnell reiterated the clubhouse was in "horrible shape", with wood rot throughout the building, and it was important for the public to understand that not one penny will come out of "non-golfer" pockets. Mr. Reed commented that the golf course was the one City facility to generate revenue, which is used to support other Park's programs, and believes the new clubhouse will even add financial improvement. Mr. Shepherd has hopes that the excellent business practices implemented at the golf course will be applicable in other City operations. Mr. Olsen discussed the original construction of the current building, and areas where "corners were cut" to save money. He stated that if the City had been able to build a quality building to begin with, it would not be costing so much now. Mr. Law described this as a "win-win" situation, since this project will enhance the potential for golf tournaments, which will generate an increase in the City's income through hotel & motel tax income. #1272 M/S/C/U (McConnell/Reed) Motion to authorize and direct the Mayor to execute the Professional Services Agreement with Myrvang Architects to provide design services for the Gold Mountain Clubhouse as described in Exhibit A of the Professional Services Agreement for a not-to- exceed amount of $200,000. 9D - LEASE AGREEMENT FOR GOLD MOUNTAIN GOLF COMPLEX CLUBHOUSE AND CONCESSION, #AB00-060 Pat Westhoff, Recreation Coordinator, stated that the attached Clubhouse/Concessions Lease Agreement with Scott Alexander for Gold Mountain Golf Complex is the same as the agreement that was approved in 1993 with few changes. Change 1: The lease will terminate if a new clubhouse is constructed before the agreement has expired; Change 2: The tenant will pay a minimum $200.00 per month; Change 3: The tenant agrees to pay $12,000 for electricity; and Change 4: Either party may terminate the lease without cause with six months written notice. In closing, it was noted that Scott Alexander and his staff were doing an outstanding job, and project an image that the City would be proud to have as a partner. There were no comments from the public. Mr. Esser asked if the $12,000 fee for electricity was an annual or one-time fee. Mr. Westhoff responded it was an annual fee. #1458 M/S/C/U (McConnell/Reed) Motion to authorize and direct the Mayor to sign the Lease Agreement for Gold Mountain Golf Complex Clubhouse with Scott Alexander. Mr. McConnell complimented Scott Alexander for the excellent job he has done running this golf course. 9E - AUTHORIZATION FOR EMERGENCY REPAIRS ON 1 'lTM STREET SEWER. #AB00-061 Gene Sampley, Public Works & Utilities Director, confirmed that a deteriorated 30-inch diameter sewer in 11th Street between Elizabeth and Park Avenue is causing repeated subsidence and collapse of street paving on 11th Street. Two incidents of paving collapse have occurred since late December 1999, resulting in damage to three vehicles. Immediate repairs, including replacement of this sewer are required to prevent material loss or damage to property, bodily injury, or loss of life, and to allow continuation of wastewater collection in this area. At minimum, this will require reconstruction of approximately 350 lineal feet of sewer pipe, reconstruction or modification of three manholes, and re-paving of the portions of 11th Street and Park Avenue affected by sewer repairs. TAPE #1690 & #1691 City Council Reg. Mtg.
