The property upon which the well sits was purchased in 1990. There is a need to purchase a 0.44 acre parcel of property surrounding the well to allow for the placement of utilities to serve the well; to allow City personnel to access the well; and to serve as a protective buffer. The City has tried to negotiate with the owner of the property surrounding the well for the purchase of the property, but this effort has been unsuccessful. There were no comments from the public. Mr. McConnell asked if the appraised value was the same figure being discussed during negotiations with the property owner. Ms. Cahall responded that the amount used was an estimate, which was within $6,000 of the appraised value. A few of the factors determining the estimate included tax assessed value, square footage, and appraised value. Mr. Stocker reinforced the comments made by Ms. Cahall, adding that the amount being offered is more than the actual value of the property.
