5A - SETTING THE SALARY LEVEL OF MARK McLAUGHLIN AS THE BUDGET ANALYST AT
PAY BAND 10, RATE 6 OF THE 2003 PROFESSIONAL, CONFIDENTIAL, AND FIDUCIARY PAY
PLAN (#AB04-178): Michael Wilson, Financial Services Director, pointed out that Chapter 2.50.032
(a) of the Bremerton Municipal Code requires Council approval for an initial salary rate which exceeds
Rate 1; therefore, Council approval is requested to hire Mark McLaughlin as Budget Analyst for the
Department of Financial Services at Pay Band 10, Rate 6 ($4,666/month) based upon his more than
twenty-five years of extensive experience primarily serving in the state government (Office of
Financial Management, Office of the State Treasurer). The current Budget Analyst is compensated
at Pay Band 10, Rate 8 ($4,g03/month). The new employee would start on September 7 in order to
obtain training from the current Budget Analyst before she retires on September 30.
There were no comments from the public.
Mr. McConnell and Mr. Short discussed several reasons for not supporting the hiring of this position
at the proposed level of Rate 6, suggesting that more "hiring from within" should be considered rather
than bringing in new people at or near the top of the scale; and Mr. Shepherd suggested the hiring of
interns or young people who could begin to build "longevity" with the City.
Mr. Nyflren and Mr. Maupin expressed their opinions in support of this action, stating that a "Budget
Analyst" is a very important position in the Finance Department; that training would be necessary to
familiarize the new person (or anyone else) to the City's internal policies and budget history; and that
this person had was highly skilled and the best qualified out of the pool of applicants received.
#0575 M/S/F (Maupin/Shepherd) Move to approve the setting the salary of Mark McLaughlin as
Budget Analyst for the Department of Financial Services at Pay Band 10, Rate 6, commencing on
September 7, 2004.
Voted in favor of Motion: Priest, Shepherd, Maupin, Nygren
Voted opposed to Motion: McConnell, Robinson, Arends, Short, Gehring
Motion failed: 5-No; 4-Yes
6A - RESOLUTION NO. 2939 FOR 2005-2010 SIX-YEAR TRANSPORTATION IMPROVEMENT
PLAN (#AB04-t79): Luke Korpi, Engineering explained that the Six-Year Transportation
Improvement Plan is prepared pursuant to ROW 35.77.010 and RCW 36.81.121. The plan is
updated annually and filed with the Secretary of Transportation, Local Programs Office. It is intended
as a planning tool for the local, State, and Federal transportation funding entities. The attached plan
has been prepared for City Council approval by resolution and will be submitted to the Washington
State Department of Transportation.
There were no comments from the public.
Mr. Shepherd objected to the listing of the Bremerton Pedestrian/BTC Access Improvement project
as part of the TIP, and therefore would not support this plan as presented. Mr. Korpi suggested that
while the City is not the lead agency for that particular project, the project does imply regional

significance and includes substantial federal funding, so the project should be included as part of the
TIP. Mr. Short and Mrs, Arends agreed with Mr. Korpi's position on this issue, adding that as
members of the KRCC Transportation Policy Board, it has been explained to them that a project must
be listed in the City's transportation plan for the future if the project is taking place in the City, even if
it is not a "City" project; and further cautioned that if not listed, the City could risk losing funds.
Mr, McConnell also expressed his reason for not supporting this plan, referring to recommendations
that would prohibit left turns into businesses and residents on Warren Avenue except at intersections.
#1025 M/SIC (ShortJArends) Move to approve Resolution No. 2939, which approves the City's 2005-
2010 Six- Year Transportation Improvement Plan; and direct the Mayor to forward the Resolution and
Plan to the Department of Transportation, Local Programs Office.
Voted in favor of Motion: Priest, Robinson, Arends, Maupin, Short, Gehring, Nygren
Voted opposed to Motion: Shepherd, McConnell
Motion carried: 7-Yes; 2-No
6B - ORDINANCE [FIRST READING] AMENDING CHAPTER 3.01, "RATE TABLE C" OF THF
