4B - ORDINANCE NO. 4906 [SECOND READING1 AMENDING SECTIONS 21.02.230 AND
17.04.060 [E) OF THE BREMERTON MUNICIPAL CODE RELATING TO THE DEVELOPMENT
AND PERMIT REQUIREMENTS FOR FENCES (#AB04-132): The first reading of this ordinance was
heard on July 21, 2004.
There were no comments from the public.
Mr. Gehrinq provided his support for this ordinance and believed that the changes being suggested
would actually relax the current standard.
Mr. Shepherd still had concerns regarding this ordinance, which included passing the cost of
enforcement onto citizens through a permit fee rather than placing the burden on individuals who
have built illegal fences.
Mr. McConnell emphasized that the City can not afford the cost of enforcement so charging a permit
fee may be the only option available. He agreed that another way to fund enforcement should be
found, but he would still support the ordinance.
President N¥.qren asked for assurance that correspondence received from citizens on this issue,
including e-mails, were provided a response, and that their concerns were included in the record. Mr~
Hu.clO answered that he provided a response to all correspondence directed to him; and Ms. Grenier
Ellin.qson responded that all correspondence received at the Council office for this issue was made a
part of the record.
#0260 M/S/C (Arends/Priest) Move to pass Ordinance No. 4906 on second reading, as amended.
