He summarized that the Comprehensive Plan is the result of nearly three years of community participatory activity conducted under the City's Shaping Bremerton "Public Participation Program" adopted by Council in 2002 to guide development of the Comprehensive Plan. The proposed new plan represents a completely new direction for the development of the City over the next 20 years, and relies on a growth strategy that employs new "centers" of growth as a primary method of bringing new vitality to Bremerton. The 2004 Comprehensive Plan meets all requirements for updating comprehensive plans under the Growth Management Act (GMA). The GMA sets a deadline of December 1, 2004, for plan updates. The ordinance also rescinds all prior plans that are inconsistent with the direction of the new plan. It was clarified that maps shown during the PowerPoint presentation and copies of the Draft 2004 Comprehensive Plan and Supplemental Environmental Impact Statement (ELS) are available through the Department of Community Development and on the City's website at www.ci.bremerton.wa.us.
