The weekly meeting of the City Council of the City of Bremerton was called to order in the City
Council Chambers, of the NORM DICKS GOVERNMENT CENTER, 345 6th Street, Bremerton,
Washington, Tuesday, November 23, 2004, at 5:30 P.M., with Council President Daren Nygren
presiding. Council members present were Mike Short, Will Maupin, Carol Arends, Dianne Robinson,
Mike Shepherd, Wendy Priest, Cecil McConneli, and Brad Gehring. Aisc present were City Attorney
Roger Lubovich; City Clerk Paula Johnston; and Council Assistant Christine Grenier Ellingson.
The Pledge of Allegiance was led by Vice President McConnell, followed by the invocation provided
by Reverend Richard Stone of West Sound Unity Church.
President Nyqren made the following announcements:
1. A Pre-Council session was held in Council Conference Room 603 from 5:00 to 5:30 PM;
2. The Council meeting was being held tonight, on Tuesday, due to the Thanksgiving Holiday this
week;
3. The Council will hold a Study Session on Monday, November 29 from 5:00 to 7:00 PM to continue
their discussion on the "FY 2005 City of Bremerton Budget"; and
4. Council will reconvene in Council Conference Room 603 immediately following the regular Council
meeting to hear presentations on upcoming agenda items.

CONSENT AGENDA
A. Check numbers 295527 through 295702 and EFT-6537, EFT-6539 through EFT-6544; EFT-
6546 through EFT-6556, and EFT-6558 in the amount of $648,358.31; and Regular Payroll in
the amount of $654,246.92 for the period ending November 15, 2004. (#AB04-236)
B. Minutes of Meeting - October 20, 2004 (#AB04-237)
C. Minutes of Meeting - October 27, 2004 (#AB04-238)
D. Setting the Salary Level for Mark McLaughlin, Budget Analyst for the Department of Financial
Services at Pay Band 10, Rate 4 (#AB04-239)
M/S/C/U (Priest/McConnell) Move to approve the Consent Agenda as presented.
6A- ORDINANCE [FIRST READING1 AMENDING CHAPTER 3.50 OF THE BREMERTON
MUNICIPAL CODE, DECREASING THE CABLE UTILITY TAX FROM 8.5% TO 7% FOR 2005
(#AB04-240): Michael Wilson, Finance Director, explained that the proposed ordinance amends
Chapter 3.50 of the Bremerton Municipal Code to decrease the utility tax rate for cable utilities from
8.5% to 7% for the year 2005.
There were no comments from the public.
M/S/C/U (McConnell/Short) Move to approve ordinance on first reading, decreasing the cable utility
tax to 7% for the year 2005.
6B - ORDINANCE [FIRST READING]~ AMENDING CHAPTER 3.01 OF THE BREMERTON
MUNICIPAL CODE, UPDATING RATES AND FEES FOR 2005 (#AB04-241): Michael Wilson,
Finance Director, summarized that the proposed ordinance amends Rate Tables E and F of Chapter
3.01 of the Bremerton Municipal Code to update the rates and fees for the Fire Department, Parks &
Recreation Department, and Gold Mountain Golf Complex. All other rates and fees remain
unchanged for 2005.

Ken Micl~elson, Parks & Recreation Director explained that some changes are being proposed to the
Parks and Recreation fees. One area to be addressed is facility rental rates. Another area to be
addressed is fees charged at the Gold Mountain Golf Course. He clarified that fees are not
necessarily being increased, but setting a not-to-exceed amount would provide some flexibility if fees
needed to be raised at a later time.
There were no comments from the public.
M/S/C/U (McConnell/Arends) Move to approve ordinance on first reading, amending Rate Tables E
and F of Chapter 3.01 of the Bremerton Municipal Code to update the rates and fees for the Fire
Department, Parks & Recreation Department, and Gold Mountain Golf Complex for the year 2005.
With no further business, the meeting of the City Council was adjourned at 5:37 PM. The Council
then reconvened in Council Conference Room 603 for a LEGISLATIVE REVIEW SESSION to hear
presentations on upcoming agenda items.
