A long-term (8-year) financial analysis was completed by an outside consultant (EES) in August and rate recommendations were forwarded to and passed by City Council. These rate adjustments were designed to bring the utilities to a stable financial condition over a three year period. The Wastewater Utility may need the ability to borrow money until the full package of rate adjustments are in place in 2007; and the last payment is made on the 1994 Revenue Bonds for the Wastewater Treatment Facility in September 2007 ($2,728,000). This resolution authorizes the Director of Financial Services to extend the current terms of the existing loan to include a cap of $2,500,000, and a due date of December 31, 2005 at the existing interest rate of 2.5% per annum. An extension of this loan beyond December 31, 2005 would require separate approval by City Council. There were no comments from the public. M/S/C/U (McConnell/Short) Move to approve Resolution No. 2945 authorizing the Director of Financial Services to extend the existing interfund loan from the ER&R Fund to the Wastewater Fund in an amount not to exceed $2.5 million and a due date of December 31, 2005. 7B - RESOLUTION NO. 2946 AUTHORIZING AN INTERFUND LOAN EXTENSION FROM THE "EQUIPEMENT RENTAL & RESERVE FUND (510)" TO THE ULID NO. 2002-01 FUND IN AN AMOUNT NOT TO EXCEED $500,000 (#AB04-225): Phil Williams, Public Works & Utilities Director mentioned that there is an outstanding loan from the ER&R Fund (Fund 510) of the ULID 2002-1 Fund (Fund 308) in an amount not to exceed $1,056,384 and with an expiration date of March 1, 2004 (Resolution No. 2899). The project is now complete and final costs are known. The project was able to complete construction while borrowing only $500,000 from the approved interfund loan. The project must now be closed out and bonds sold to pay the balance owing the ER&R Fund. Any delay in getting the project to this point and an extension of the due date is needed. It is requested City Council authorize the Director of Financial Services to extend the due date for repayment of the existing interfund loan from the ER&R Fund to March 1, 2005 and reduce the authorized amount to $500,000. There were no comments from the public. M/S/C/U (Short/Robinson) Move to approve Resolution No. 2946 authorizing the Director of Financial Services to extend the due date for the existing interfund loan from the ER&R Fund to the ULID No. 2002-1 Fund to March 1,2005; and reduce the authorized amount to $500,000. 7C - ORDINANCE [FIRST READING] ADOPTING A NEW BREMERTON COMPREHENSIVE PLAN AND RESCINDING EXISTING PLANS (#AB04-231): Chris Hu.qo, Director of Community Digital Download #1981 City Council Reg. Mtg. Minutes Wednesday, November 17, 2004 Page 3 of 5 Development stated that the proposed ordinance adopts the new 2004 City of Bremerton Comprehensive Plan. The Comprehensive Plan is the result of nearly three years of community participatory activity conducted under the City's Shaping Bremerton "Public Participation Program" adopted by City Council in 2002 to guide development of the Plan. The proposed new Plan represents a completely new direction for the development of the City over the next 20 years and relies on a growth strategy that employs new centers of growth as a primary method for bringing new vitality to Bremedon. The 2004 Comprehensive Plan meets all requirements for updating comprehensive plans under the Growth Management Act (GMA). The GMA sets a deadline of December 1, 2004, for plan updates. The ordinance also rescinds all prior plans that are inconsistent with the direction of the new Plan. He added that bicycle improvements as discussed at previous meetings would be studied and addressed in 2005. Richard Neff provided comments in favor of this Draft Comprehensive Plan; and complimented the Planning Staff for their efforts through the public process. He did, however, note that he had one particular concern with the Plan, which he would convey in a letter later this week. William Palmer, Land-Use Planning Consultant, was here on behalf of the owner of the Super 8 Motel, to convey their concerns that the owner of this property has not been able to expand due to current restrictions of the Comp Plan. Mr. Huqo stated that a new designation "Freeway Commercial" has now been added to the new Plan, which will open up new options. He offered to discuss this in detail with anyone who wanted to contact his office at (360) 473-5275. Judith Freiburq-Nerf also participated in the Shaping Bremerton sessions for the Comp Plan during the last several years, and thanked everyone for their professionalism throughout the process. Susan Brown explained that she too, was very involved in the public process the last several years, and noted that she was very impressed with the staff involved with this project. Mr. Huqo distributed a memo to address "Bicycle Facilities and the Draft Comprehensive Plan"; and noted that the City is allowed to amend the Comprehensive Plan every two years, and the City is on an "even-year" cycle, meaning the next process will take place in the year 2006. Council members provided discussion and comments regarding the Draft Comprehensive Plan, as well as the public process to develop this plan prior to the vote... M/S/C/U (Arends/Maupin) Move to approve ordinance on first reading, adopting the new 2004 Bremerton Comprehensive Plan. 7D - ORDINANCE NO. 4916 [SECOND READING] ESTABLISHING THE PROPERTY TAX LEVY AMOUNTS TO BE COLLECTED FOR 2005 (#AB04-230): The first reading of this ordinance was heard on November 3, 2004. There were no comments from the public. PUBLIC RECOGNITION Susan Brown expressed her concern that the Council has been "slowly eliminating" public participation. President N¥,qren clarified that the process was changed to move "Public Recognition" to the end of the meeting because it was more realistic to address the issues on the agenda then allow for comments not related to immediate city business. FLoyd Brown Head of Security at the Bremerton School District, expressed his concern that a skateboard park is needed for the safety of the youth in the City. President N¥,qren was pleased to announce that a skateboard park was currently under construction and should be ready by next year; but that a "temporary" skateboard park in the meantime was probably not possible due to liability issues. Mr. Maupin expressed concerns over safety. Larry Taylor expressed his concern with the project at the end of 25th & Snyder, and possible violations with the Shoreline Master Plan. President Ny.qren requested that Mr. Taylor provide contact information so a follow-up with staff could be done. COUNCIL MEMBER REPORTS Brad Gehrinq was proud to attend several events on Veterans Day. Cecil McConnell thanked all of the citizens who voted in favor of the changes to the Bremerton City Charter, explaining that it will help the City conduct business more efficiently.
