There were no comments from the public. Mr. Rollman asked what kind of involvement the Navy would have in this project. On March 3, 2003, the Kitsap County Consolidated Housing Authority applied for an amendment to the zoning code text to allow up to six stories rather than five as specified in the new regulations. The proposed change does not alter the maximum allowed building height or the amount of allowed building bulk. Following public hearing on March 18, 2003, the City Planning Commission voted unanimously to recommend approval of the change. There were no comments from the public. Mr. ll~upin commented that this is a good revision in the code since it would encourage more people to build businesses downtown; and asked if there were limitations on the amount of space a business can take up on a property. Mr. Hugo responded that the limitations allow views around buildings and this could be accomplished by 1 ) setting a limit for the ratio of total floor area to site area; and 2) having a view corridor requirement. Mr. Rellman asked where the property line would be measured from for homes along Washington Avenue. Mr. Hugo emphasized that the measurements are taken from the center of the building footprint per state law to determine building height since the properties in the downtown area have downward sloping grades. He clarified that the change in code only affects buildings taller than 5 stories. Mr. Rellman asked if the City can charge impact fees for any view corridors that would be compromised. Mr. Hugo answered that the issue was considered in the planning stages of the Conference Center project so the view corridor would not be impacted. #1395 M/S/C (Maupin/Olsen) Move to approve ordinance on first reading.
