announced that the new Government Center will be complete in September 2004. Each owner
will be responsible for their own interior space planning and design. Two design firms were
interviewed to provide programming, space planning, interior design, and preparation of
construction documents. It is recommended that the City hire ZIMMER-GUNSUL-FRASCA (ZGF)
PARTNERSHIP, a Seattle architect and design firm. In addition to numerous corporate clients,
ZGF PARTNERSHIP has a variety of experience in designing space for municipal governments,
including the City of Bellevue.
There were no comments from the public.
Ed R0llm,,n asked if a project manager or team would be available on site and why this
particular firm was chosen. Ms. McCluske¥ answered that per the contract, there would be a
project manager on site; and stated that this firm was chosen primarily because of their
experience with municipalities.
Mike Shspherd asked who would be responsible for conducting the survey for the naming of
the building. Ms. McCluskey answered that the co-owners for this building (City of Bremerton,
Kitsap County, and Kitsap County Consolidated Housing Authority) would be meeting soon, but
no decisions have yet been made.
Eric YqunRer asked several questions to clarify the roles of LMN ARCHITECT FIRM (outside of
building, common areas and lobby) and ZGF PARTNERSHIP (interior and space design); and
further discussed funding issues and potential for cost overruns due to concerns that the
quoted $30/per square foot may not be adequate.
Mr. Olden asked questions about the "auditorium" or "community chambers" area; and
stipulated the Council's request to have their Legislative Assistant Lori Smith involved in key
planning meetings. Ms. McCluskey responded that the agreement with LMN ARCHITECTS
would cover the space for the "community chambers", and assured the Council that Lori Smith
would be included in upcoming meetings.

Mr. Maupin asked when the first booking would take place. Mr. Matteson responded that two
inquiries have already been made.
Mr. McConnell asked where the name 'Center of Bremerton' came from. Mr. Sexton
explained that individuals from the public facilities district provided ideas that led to the name
and emphasized that the center would be later identified as a convention center.
Mr. Matteson clarified for Mr. Rollman that all the Council is being asked to approve is a five-
year contract. Mr. Rollman asked what residents would get out of the conference center.
Mr. M~tteson stated that booking policies would reflect the needs of the area and that the
people would be getting a great meeting place.
Mr. Shepherd asked how Columbia would plan to balance the slow business months with busy
business months. Mr. Sexton answered that the plan might include a three-month cash
reserve to handle such short-term shortfalls. Mr. Matteson added that during lower business
months, more seasonal part-time employees could be employed rather than full-time salaried
employees which would reduce overhead costs.
Mr. Nvaren asked the City's Finance Director if he is comfortable with the funding of this
project. Michael Wilson, Finance Director, stated that he could not comment at this time
because he has not had a chance to look over the contract in detail. Mr, Nyf:lren asked if Mr~
