FOR INTERIOR COATING OF RESERVOIR FLOOR ON RESERVOIR NO. 19 (#AB03-241): Dan Miller, Project Manager, explained that the City has contracted for standpipe repair and seismic upgrades at Reservoir. No. 19. This Change Order is necessary as a result of failed interior coal tar lining discovered during the standpipe repair and seismic upgrade contract. At this time, it is recommended that the removal and disposal of the failed interior coal tar lining on the floor and shell of the reservoir be performed and new Tnemec interior floor and shell coating system be applied prior to refilling the reservoir. The additional cost to perform this work is $76,000.00 plus sales tax. Reservoir No. 19 serves the City's 240 Water Pressure Zone, which includes Harrison Memorial Hospital and the adjacent medical support facility. Frank Mahaffay, President of Kitsap County Association of Realtors, asked for clarification on the repairs that need to be made, Mr. Miller responded that the coal tar lining is undergoing a bubbling effect, and the repairs are needed to replace the damaged lining. Mr. Short asked if the company is comfortable with completing all of the work within the contracted five day window and if there were a delay would that have an impact on the water supply. Mr. Miller responded that the company was prepared to complete the repairs in the time allotted and that there would are no expected delays. Mr. Shepherd asked for a description of the coating process. Mr. Miller explained that that the project will include a coal tar lining to eliminate the bubbling effect, a TNEMEC industrial coating to seal the coal tar lining, and a final coating to protect the underlying layers. These upgrades should last up to 25 years. Mr. GehrinR asked if the TNEMEC lining was under warranty. Mr. Miller answered yes. #t605 M/S/C/U (Shepherd/Short) Move to approve this change order to T. BAILEY, INC. in the amount of $82,600.00 including sales tax, and authorize the Mayor to finalize and execute the change order in substantially the same form as attached. 8B - CONTRACT MODIFICATION AGREEMENT NO. I WITH THE KITSAP HUMANE SOCIETY (#AB03-242): Paula Johnston, Deputy City Clerk, pointed out that the current animal control contract with the KITSAP HUMANE SOCIETY provides for annual review of scope of services and compensation. It is being proposed to increase the annual compensation by $2,000 to a total of $183,634 for 2004. The increase is due to increased costs of processing animal licensing as well as overall CPI impacts of providing a full scope of services to the City of Bremerton. Also, due to budget constraints, the SOCIETY has had to cut back its level of service on Sundays to emergency response only. There were no comments from the public. Mr. NyRren urged citizens to please license their animals, because many animals end up being euthanized due to the inability to locate the owners of lost animals. TAPES #1930 & #1931 City Council Reg. Mtg. Minutes December 30, 2003 Page 3 of 4 Mr. Shepherd expressed concern over the need for animal licensing in the City; did not agree with increasing costs for the contract while decreasing the amount of services provided to the community; and commended Paula Johnston for keeping the cost increase on the contract to a minimum. #1895 M/SIC (Nygren/Short) Move to approve the contract modification agreement No. 1 with KITSAP HUMANE SOCIETY and authorize the Mayor to execute the agreement in substantially the same form as presented. Although state law clearly states that public comment does not need to be taken, it is the wish of the Council that this hearing be held to allow public comment of the budget ordinance to be procedurally correct. In addition, the Department desires that this streetlight be adopted as the standard for development and redevelopment projects in the Downtown Waterfront (DW) and Downtown Core (DC) zoning districts. A single standard will ensure that decorative streetlights in these districts are consistent in design, function, and aesthetics. Chris Hu.qo was also available to answer questions and provide input. There were no comments from the public. After questions were asked and discussion held by the Council, several members expressed their concern that not enough input has been received from the public, even though President Arends offered her awareness that a number of citizen committees were involved in past discussions on this issue. Concern was also expressed that the Planning Department was not involved enough in this process, and that the Economic Development Director was not available to provide his input.
