MAYOR'S REPORT
Mayor Bozeman provided a handout regarding downtown revitalization, and provided comment on
what he described as the "real economic picture" of Bremerton, and what our preferred future might
look like. Major concerns included a Iow percentage of home ownership, lack of capital projects,
ability to meet basic service needs of citizens, and a high crime rate. Economic growth and
strengthening neighborhoods would improve the quality of life as well as welcome investment to the
City. Proposed investment over the next 5 years would be in the range of $139 million to $149
million. Components of improvement would include a public safety building, Conference Center,
Government Center, waterfront condominiums, Maritime Park, expanded marina, East Park
development, and West Park redevelopment.

telecommunications, marketing research, and an information database for prospective developers.

9A - pUBLIC HEARING AND ORDINANCE (FIRST READING) AMENDING CHAPTER 2.76 OF
THE BREMERTON MUNICIPAL CODE REGARDING PURCHASING PROCEDURES (#AB02-032):
Mayor Bozeman pointed out that 1) the requirement to obtain Committee Chair approval for
Professional Services expenditures in excess of $1,000 and Council President's approval for
Professional Services expenditures in excess of $10,000 creates additional work for City Council, City
Departments, and the Purchasing Division. Council should amend this procedure such that
professional and purchased services costing less than $10,000 must be authorized and determined
by the respective Department Head; professional and purchased services costing $10,000 or more,
but less than $20,000 must be authorized by the Mayor; and any professional or purchased service
costing $20,000 or more must be authorized by City Council; and 2) State Guidelines have been
followed regarding Small Works Roster projects. This change is a housekeeping move to bring the
City back in line with the latest RCW limitations for such projects. City Attorney Roger Lubovich
clarified that the proposed change does not deal with products and goods, but does deal with
services such as legal counsel. This ordinance would make changes that would be in line with the
Revised Code of Washington (RCW).
There were no comments from the public.
Roger Lubovich elaborated on how the proposed changes would affect the small works roster,
which has been raised from $100,000 to $200,000 per RCW. Will Maupin added that the changes
proposed in this ordinance would greatly simplify the acquisition procedures, and further expressed
his support for the change that would allow the Mayor to again approve Professional Service
Agreements up to $20,000 to make it easier to conduct City business. It was also established that
Council would still be kept informed about what money is being spent at all times. Mike Short
agreed, an added that this will give the opportunity back to the Managers to manage.
#1270 M/S/C/U (Olsen/McConnell) Move to approve an ordinance amending BMC Chapter 2.76 on
