8A - CONTRACT WITH YAKIMA COUNTY FOR JAIL SERVICES (#AB02-043): Municipal Judge
James Docter briefed the Council on the contract with Yakima County that would provide for bed
space in the Yakima County Jail for offenders sentenced in the Bremerton Municipal Court. The daily
rates are set out in the contract. The contract will provide jail space that is currently unavailable for
certain offenses. He reminded the Council that the Court is currently in a difficult situation at this
point with the Kitsap County Jail being at or over capacity most of the time.
John DiPietro asked how long this contract would be in effect; and would the contract continue even
after the new Kitsap County Jail is built? Judge Docter responded that the contract would remain in
effect as long as both parties agree, but there was a provision for termination from either side upon a
60-day notice. He clarified that this contract does not require us to send anybody at all - we would
only send somebody to utilize the beds in Yakima if we chose to. Additionally, he noted that after the
new jail is built, prisoners would only be sent to Yakima if the cost proved to be lower.
Mike Short commented that this is also a safety issue in addition to a monetary issue. Judge
Docter elaborated on the type of offenders that would most likely be sent to the jail in Yakima.
