If the City desires to participate in the local Voters Pamphlet, it must appoint persons known to favor the measure to serve on the committee advocating approval and shall, whenever possible, appoint persons known to oppose the measure to serve on the committee advocating rejection. No committee shall have more than three members; however, a committee may seek the advice of any person or persons preparing their statements. Statements for and against measures shall not exceed 200 words. Statements must be submitted to the County Auditor by August 5th. In order to participate in the County Voters Pamphlet a committee must be appointed to write a statement in support of the bond issue and a committee to write a statement in opposition to the bond issue. The rates reflect an increase of 15.4% over 2001 rates, and the policies renewed "as is", with no additional benefits. The current budget includes funding to cover the cost of the rate increases. The delay in bringing this before Council was due to KPS converting our contract and benefits booklets to their standardized form. Both the new contract and benefit booklets were reviewed by staff, our benefits consultants, Willis of Seattle, and the City Attorney's office for content and correctness. We received the final revised contracts for execution and benefits booklets from KPS on July 16, 2002. There were no comments from the public. #1520 M/$/C/U (Short/Maupin) Move to approve renewal of the contracts between the City and KPS Health Plans for 2002 and authorize the Mayor to execute the same. 9A- PUBLIC HEARING AND RESOLUTION NO. 2870, REGARDING RECOVERY OF FEES FOR THE REMOVAL OF VEGETATION ON THE LIST OF PROPERTIES (#AB02-152): Janet Lunceford, Building Inspector, stated that Ordinance No. 4584 declares that it is unlawful and a nuisance to allow, continue, or maintain grass and weeds exceeding twelve (12) inches in height, shrubs, brush, vines or trees which constitute a fire hazard or provide a harborage for rats, rodents or horticultural pests, or noxious and poisonous plants. The listed properties are currently in violation of the ordinance and pursuant to Section 9.14 of the Bremerton Municipal Code. The legal requirements for notice were met. Council is now asked to approve the removal of the nuisance vegetation on the property and collection of the costs incurred by personal judgement against the owner and a lien against the property.
