She also reported on her attendance at the PSRC Transportation Policy Board meeting in Seattle. MAYOR'S REPORT On behalf of the Mayor, Sherril Huff-Menees thanked the citizens of Bremerton for overwhelmingly supporting the Public Safety Bond, and also thanked Police Chief Rob Forbes and Fire Chief Al Duke for the exemplary job they did in taking their message to the public during the campaign. On behalf of the Mayor, Council President Arends read a Proclamation to proclaim the Month of September as "Washington Water Weeks 2002". The Proclamation was accepted by Don Larson, who invited members of the public to attend the "Sinclair Inlet Clean-Up and Marine Fair" on Saturday, September 21 from 11:00 A.M. to 2:00 P.M. at the Waterfront Boardwalk in downtown Bremerton. PUBLIC RECOGNITION Allen Shute reminded citizens to call City Hall if they have any issues with Diamond Parking. Steve Caputo, General Manager of Kitsap Disposal Company, announced that a "Curb Side Clean Up" program would be provided for residential customers only from September 23rd through the 27% Customers would be allowed up to six (6) 32-gallon cans, bags, or boxes (under 60 lbs.) of garbage at no extra charge. Don Larson displayed an example of new signs that will designate "Sinclair Inlet - Clean Water Is Everybody's Business" planned for installation around Sinclair Inlet on SR-6, SR-3, and SR-304 from Gorst to Bremerton by the Washington State Department of Transportation. John Thomas asked several questions regarding Proposition 1, including (1) was the City going to use the interest accrued from the sale of the $12.8 million in bonds to help pay the bonds back; and (2) would the Council be involved in how the money would be spent. Mike Moman¥ discussed issues related to his idea for a "Flea Market" for downtown Bremerton. 8A - BUDGET ADJUSTMENT NO. 02-18 AUTHORIZING REPAYING OF THE 1991 4TM STREET BUILDING BONDS FROM THE CONTINGENCY RESERVE FUND (#AB02-175): Dick Saunders, Finance Director, summarized that the 2002 budget anticipated the call of $515,000 in taxable 1991 4th Street Building Bonds at interest rates ranging from 6.8 to 9.4 %. The payment was to be financed through a lower interest loan to the General Fund from the Equipment Rental Reserve Fund. Payment on the loan was to be financed from repayments on the note receivable held by the City from the sale of the building in December 1995. The balance of that note ($471,000) was paid in June 2002 and placed in the Contingency Reserve Fund as required by BMC 3.36.020. Budget Adjustment No. 15 eliminated the interfund loan but left the transfer from the General Fund to the Bond Fund to fund the call. This budget adjustment authorizes transfer of the necessary funds directly from the Cumulative Reserve Fund, and eliminates running the activity through the General Fund. The General Fund is still responsible for the transfer of funds related to the accrued interest on the bonds. There were no comments from the public. #0985 M/S/C/U (Short/Olsen) Move to approve Budget Adjustment No. 02-18. TAPE #1850 City Council Reg. Mtg. Minutes September 18, 2002 Page 3 of 3 9A - PUBLIC HEARING AND ORDINANCE (FIRST READING) PROVIDING FOR NEW COUNCIL DISTRICTS (#AB02-177): Kathleen McCluskey, Director of Administrative Services, stated that it is the responsibility of each city to periodically redistrict its governmental unit based upon population information from the most recent federal census. The City hired the Central Puget Sound Economic Development District (EDD) to perform the analysis and propose the boundary adjustments as necessary. The EDD adjusted the boundaries to meet Washington State statutory requirements. Several meetings were held with the Council in committee and a public hearing was held on August 28, 2002. City Charter requires an ordinance to change Council districts. There were no comments from the public. #1035 M/S/C/U (Maupin/Short) Move to approve ordinance providing for new Council districts on first reading. 9B - CONVERSION AND REPLACEMENT OF PROPERTY CONVEYED FOR PARK & RECREATION USE (#AB02-176): Jim Spencer, Parks & Recreation Director, pointed out that a small portion (0.18 acre) of SR3 Park was encroached upon by the adjoining auto dealer. Since 8t~ Street separates this portion of the park from the rest of the park, it has very limited usability form a parks' standpoint. The City advised the National Park Service (NPS) of the encroachment, was advised to obtain an appraisal. The appraised value of $51,000 was received from the auto dealer in March of 2002. The requirement from the NPS was to purchase property of equal value to add to the park inventory in exchange for the property lost by this transaction. This exchange purchase is being pursued. In order to deed the property over to the car dealer, the attached agreement is required. Since the property is Parks Protection property pursuant to Bremerton Municipal Code (BMC) Chapter 13.12, two hearings and Council approval is required prior to deeding the property. Additionally, staff is requesting that the transaction be approved as a negotiated sale pursuant to BMC 2.78.030 (e). There were no comments from the public. No Action is required on this item until the second Public Hearing, which will take place at the Council meeting on Wednesday, September 25, 2002. With no further regular business, the meeting adjourned at 6:10 P.M.
