State Growth Management Act, the City can amend its Plan not more than once per year. This

City must consider the cumulative effect of the combined proposed amendments. An analysis of the
cumulative effect is included in the attached Amendments to SEPA Checklist. This agenda item
invites the public to comment on the cumulative effect of the proposed amendments as presented in
the Amendment to the Checklist. The Checklist analysis and hearing record will be in included in the

be addressed by the Growth Management Hearings Board; and that ordinances would be brought
before the Council in October of this year. There would be no action required by the Council tonight.

additional information as the items are individually presented. Mr. Hugo added that as each item is
presented, it would include a Staff Report as well as a Findings & Conclusion Report by the Planning
Commission, and that public comments would be addressed.

legal.
