The capital project funding would come for a partial refund of the state's portion of local sales tax, without increasing local taxes. The requirements are that it must be a regional center; government investment including the PFD funding must be at least $10 million dollars; the local match of cash, land or in-kind contributions must equal one-third of the funding to be provided by the PFD (or $2.5 million dollars for government entities). The City of Bremerton proposal is to build a conference center on the Bremerton waterfront and include public and private partnerships. It was pointed out that this grant requires a matching amount from the City either in cash or property, and it was clarified that there would be no tax increase.
