his car had been towed while he was away, and equally upset at the related bill he received. He

"cease in towing any vehicle until the owner of said vehicle is notified that the vehicle is to be towed."

Don Larson questioned if Rabanco would continue the tradition of donating solid waste bins for City
volunteer activities. Mr. Bards reminded Mr. Larson that he was instrumental in providing the bins
initially, and that service would continue. H. Emily Moshay welcomed Rabanco's Bards back to
Bremer[on.
John Law briefly discussed the highlights of the new contact, and questioned how customers would
separate glass for recycling. Mr. Bards indicated that they would continue the process currently used
in King County, using a separate container for the glass that would hook onto the larger recycle cart.

11B - ORDINANCE (FIRST READING) AMENDING BREMERTON MUNICIPAL CODE (BMC)
CHAPTER 2.04. PROVIDING A NOTICE OF HEARINGS AGENDAS: AND PROVIDING FOR
ALTERNATE MEETING PLACES FOR CITY COUNCIL (#AB01-130): Council President John Law
stated that under the terms of the City Charter, the City Council needs to provide for a procedure for
Notice of Meetings and Council Agendas. Additionally, the current BMC provision relating to special
meetings requires that all meetings are to be held in Council Chambers. The Council may wish to
provide for alternate meeting places, including the Council Conference Room. These changes need
to be accomplished by ordinance. The current ordinance does not provide for the possible need to
change the place or time of a regular Council meeting. Provision is added by the proposed ordinance
to address special needs.
There were no comments from the public.
#1446 M/S/C/U (Shepherd/Reed) Move to approve at first reading an ordinance amending BMC
Sections 2.04.010 and 2.04.020 providing procedures for giving notice of Council meetings and
agendas, and for alternate locations for City Council Meetings, upon notice.
11A - ORDINANCE (FIRST READING) AMENDING EXISTING GAMBLING TAX RATES AND
ESTABLISHING A NEW TAX RATE FOR HOUSE-BANKED CARD GAMES (#AB01-128): Paula
Johnston, Deputy City Clerk, stated that the City gambling tax code currently does not provide for
house-banked card games. It is being proposed that we adopt the same taxing scheme and tax rate
that Kitsap County has implemented. The tax rate would be 2% of the gross receipts generated from
house-banked card games. On average a casino that offers house-banked games can generate
between $30,000 and $50,000 per year in tax revenue using the 2% tax rate. Also included in this
amending ordinance are housekeeping changes to gambling rates for non-profit organizations who
offer bingo, raffles, and pull tabs pursuant to changes in RCW 9.46. Frank Evans explained that it
was his plans to invest and renovate the former West Park Lanes that initiated this action, and offered
to answer any questions.
There were no comments from the public.
#1749 M/S/C/U (Shepherd/Reed) Move to approve on first reading an ordinance amending existing
gambling tax rates pursuant to RCW 9.46 and establishing a new tax rate for house-banked card
games.
