SUMMARY: Staff is recommending that the City extend the services of Merchant Patrol Security
Services, Inc. for security of the Parking Garage at 4t~ St and Washington Ave. through the rest of
2004. We are still assessing the security needs of the garage as we implement new security measures
using cameras and other security devices. During 2004 we will be installing some of the camera
network and will complete the installation in 2005. Until that time the services of Merchant Patrol are
recommended at historic levels that they have been performing for the past five years.

RECOMMENDED MOTION:
I move to approve the professional services agreement with Merchant Patrol Security Services,
Inc. for $1,645 per month for the 4th & Washington Parking Garage security and authorize the
Mayor to execute the agreement in substantially the same form as presented.
