SUMMARY: The BMC Chapter 2.50, Section 2.50.032 (a) requires Council approval for an initial
salary rate which exceeds Rate 1. Council approval is requested to hire Brett Vinson as Assistant City
Attorney at Pay Rate 3 of Band 17. Brett began his career at the City of Kent in 1999 as a prosecutor.
Shortly thereafter, he transferred to the Civil Division where he has been practicing law in the areas of
Public Works, Employment and Code Enforcement.

FISCAL IMPACTS (Include Budgeted Amount): Position is fully funded for 2004 per approval of
2004 budget and has been vacant for 2 months..
