SUMMARY: During the Compensation and Classification Study completed in March of 2001,
several employees received promotions within their classifications. One was an Engineering
Technician II who was promoted to Engineering Technician III. The individual was placed in a
vacant Tech III position rather than having an additional Tech III position added to the Department as
had been done with other internal positions. The vacant Tech III position was underfilled at the time
and it was the desire of the Department to keep it underfilled until an internal promotion register could
be established. Mistakenly thinking that the Tech III position was still available, a register was
created and the position formally offered to a Tech II. It wasn't until the paperwork reached the
Budget Analyst that the error was brought to our attention. For this reason, City Council is requested
to approve the elimination of one Engineering Technician II position and approve the addition of one
Engineering Technician IH position.

within the Department of Public Works & Utilities eliminating an Engineering Technician II position
and adding an Engineering Technician III position.
