SUMMARY: Approving this Agreement will allow Kitsap County and the City of Bremerton to
continue receiving an annual allocation of HOME funds fi~m the Department of Housing and Urban
Development (HUD). Home funds allocated to the County have been just over one million dollars
annually and have leveraged many times this amount to support the development of housing for low-
income and special needs individuals and families living in Kitsap County. Not approving this
agreement would terminate this source of funding.
ATTACHMENTS:
I.) Inter-local Cooperation Agreement between Kitsap Urban County and the City of
Bromerton to form a HOME Consortium under the National Affordable Housing Act for
the Program Years 2005-2007 and as herein renewed.
2.) Inter-local Cooperation Agreement between Kitsap Urban County and the City of
Bremerton to form a HOME Consortium under the National Affordable Housing Act for
Program Years 2002-2004.
3.) Highlighted major language differonees between the two agreements.
FISCAL IMPACTS (Include Budgeted Amount): Not approving this agreemem would terminate
this annual source of funding for the City. The current average annual' allocation for the HOME
program is $500,790.
