SUMMARY Currently the City and Kitsap County have been working together to craft a more
equitable compensation schedule for BKAT programming services. The rate card attached to the
agreement outlines the increased fees that will enable BKAT to realize more fully the budgeted
allocation of 2004 funds fitom the County of approximately $40,000. The term of this agreement is
January 1, 2004 to December 31, 2004. The attached me___m_.e reflects work in progress on the future
governance of BKAT.

FISCAL IMPACTS (Include Budgeted Amount): BKAT will realize the total $40,000 for program
services compared to the historic $20,000 annually received.

RECOMMENDED MOTION:
Move to approve the Governmental Services Agreement between the City of Bremerton and
Kitsap County for providing programming services through Bremerton Kitsap Access
Television (BKAT) and authorize the Mayor to execute this agreement in substantially the same
form as presented.
