SUMMARY: Approval and authorization of formal execution of the 2004 contracts between the City
and Kitsap Physicians Service (KPS) for employee group health insurance coverage. The new
contracts,which were negotiated on our behalf by our benefits consultants, Willis of Seattle, reflect a
14.3% rate increase above 2003 levels.
ATTACHMENTS: KPS 2004 Premium Rates & Underwriting Criteria; Contracts: Plan A (LEOFF I
Active, LEOFF II Active) and Plan A (LEOFF I Retirees under 65); Plan B (Management &
Professional employees/dependents, Teamsters employees/dependents and Fire fighter dependents).
FISCAL IMPACTS (Include Budgeted Amount): $1,500,000 for active employees; $850,000 for
LEOFF I retirees
