SUMMARY: The proposed ordinance adopts the new 2004 City of Bremerton Comprehensive
Plan. The Comprehensive Plan is the result of nearly three years ofcommuuity participatory activity
conducted under the City's Shaping Bremerton "Public Participation Program" adopted by Council in
2002 to guide development of the Plan. The proposed new Plan represents a completely new direction
for the development of the City over the next 20 years and relies on a growth strategy that employs
new "centers" of growth as a primary method for bringing new vitality to Bremerton. The 2004
Comprehensive Plan meets all requirements for updating comprehensive plans under the Growth
Management Act (GMA). The GMA sets a deadline of December 1, 2004, for plan updates. The
ordinance also rescinds all prior plans that are inconsistent with the direction of the new Plan.

proposed Plan, in time, should produce higher efficiencies in service delivery and attract new growth
and investment to generate additional local tax revenues
