SUMMARY: It is the Administration's recommendation, based upon a salary survey (attached hereto) of the
pay for the position of Financial Services Director, to reassign the position from Pay Band 19 to Pay Band 20
of the Management Professional Pay Plan. BMC Chapter 2.50, Section 2.50.032 (a) requires Council
confirmation for the appointment of a Department Director and approval for an initial salary rate which exceeds
Rate 1. Council confirmation and approval is requested to hire Laura Lyons as Director of Financial Services
at Pay Rate 8 of Band 20. Ms. Lyon's is a Certified CPA, whose work experience spans 20+ years in both the
public and private sectors, 18 years of which were with the Public Utility District No. 2 of Grant County. Her
current position is Assistant General Manager and Chief Financial Officer. The District is a major generating
utility that owns and operates 2 large hydroelectric power plants on the Columbia River. The District's
operating budget is approximately $300 million annually with approximately 475 FTEs. Ms.Lyons received
only the highest of recommendations from her current employer and other references.

FISCAL IMPACTS (Include Budgeted Amount): Position is fully funded per approval of 2004
budget.

RECOMMENDED MOTION: Move to reassign the Pay Band for Director of Financial Services
from Pay Band 19 to Pay Band 20 of the Management Plan Plan, and to confirm and approve the
hiring of Laura S. Lyon as Director of Financial Services at Pay Step 8 of Band 20.
