SUMMARY: Engineering and Economic Services, Inc. (EES) was retained by the City to perform a
cost-of-service rate study for City provided municipal utilities. The proposed ordinance incorporates
amendments to Bremerton Municipal Code Chapters 15.01 and 15.06 and Appendix A of Chapter
15.06 relating to assessments, rates, fees, and charges for water, wastewater, and stormwater services
recommended by EES as determined by the study.
It was noted that a Study Session held on this issue Monday, September 13, 2004.
ATTACHMENTS:
Proposed ordinance
FISCAL IMPACTS. The Study concluded the recommended rates are required to meet O&M,
capital improvements, and recover appropriate system development charges and fees for development
activities. Failure to implement study recommendations will result in significant budget shortfalls.
