SUMMARY: The City's Water, Sewer and Stormwater Utility rates have not been comprehensively
analyzed since 1994 and are in need of review. EES, Inc. has been selected to perform this review and
the attached Professional Services Agreement (PSA) has been negotiated. This review will include the
Water Utility's use of timber resources and the methodology and rates for the U.S. Navy facilities. A
budget adjustment for the amount of this work is required. It is recommended that the attached Budget
Adjustment and PSA be approved for EES to perform the required study in an amount not-to-exceed
$104,400.

Funds are available from ending cash proportionately fi'om each utility.

(2) I move to approve the attached Professional Services Agreement with Economic and Engineering
Services, Inc. in an amount not-to-exceed $104,400 and authorize the Mayor to finalize and execute
the same.
