SUMMARY: Surface mining opef~ons have ~b,:~'-~ conducted by Port Orchard Sand & Gravel
(POS&G) on Wate~ Utility hind under an acquisition agreement signed with Alpine Ev~green, Inc. in
1988 in which royalities for exlracted materials went to Alpine. This agreement expires Sq~temb~
27, 2003. The City and POS&G have negotiated a new agreement in which o0er~ions may co~inue
in the same location and royalities pai~ to the Utility. Royalties of$ ~ .~[~r ton for extm~ed
materials w~th a nummum annual~Jl~of $ oqo, O o c) m esmbhshed. Term of the lease ~s ten
years. Required permits and access have been obtldned. It is recommeoded tim the attached Ieee be
