SUMMARY: The most pressing issue within the Department Finance is to fill a replacement
position within the Department through the creation of an "Accountant" position. The Finance
Department has operated for nearly a year without a key finance/accountant position. The City has
filled some of this void with temporary contract accountant position; however, this position will
expire in September and the Department will not be able to fill it with another temporary position.
This has placed a tremendous stain on the Assistant City Treasurer, Accounting Clerks, Director of
Finance and other staff members in Administrative Services.

Salary Survey
FISCAL IMPACTS (Include Budgeted Amount): This position would cost the Finance Department
$19,500 for the last quarter of the year. No adjustment to the Finance Department's 2003 budget is
anticipated at this time since the Council approved the mid-year 2003 Budget Amendment allowing
staffcost to be charged to certain capital project funds (Govt. Center, Conference Center), thus
reducing some of the personnel cost within the Finance and Admin. Services Departments' budgets.
