SUMMARY: Sealed bids for construction of the project titled "SR 304 Transportation Improvement
Project, Missouri Gate Phase" were opened on October 9, 2003. The engineer's estimate for the
project is $3,550,102.70. Six bids were received for this project. Stan Palmer Construction Company
was the lowest responsive, responsible bidder with a bid of $ 3,023,451.23 (including sales tax).

FISCAL IMPACTS (Include Budgeted Amount): The project is funded by Federal Highway
Administration and State Transportation Improvement Board funds and is included in the 2003
budget.

RECOMMENDED MOTION: I move to award a contract in the amount of $ 3,023,451.23 with
Stan Palmer Construction Company for construction of the project titled "SR 304 Transportation

contract.
