SUMMARY:
The City of Bremerton houses in-custody prisoners at the Kitsap County jail at a current base rate of
$62 per day. Due to the construction of a new jail facility and resulting improved efficiencies, Kitsap
County has proposed a new agreement which lowers the daily rate to $56 for 2004. The duration of
this agreement shall continue beyond 2004 with provision that the County provides the City with any
rate adjustments for the succeeding year by September 30 of each year and the City shall then approve
such rates within its Annual Budget.

FISCAL IMPACTS (Include Budgeted Amount): The City of Bremerton budgeted $450,000 in
2003 of jail services $440,000 in 2004. The jail services agreement proposes nearly a 10% reduction
in base jail rates. ~
