SUMMARY: An increase in assessments, rates, fees and charges is required in order to meet the
ongoing maintenance, operation, capital and debt service needs of the City's Water, Wastewater,
Storm Water Utilities. This ordinance establishes new rates for all categories to incorporate a 2.1%
CPI adjustment from the year 2003 rates to year 2004 rates.
