SUMMARY: The Kitsap Countywide Planning Policies (CPPs) were originally adopted and ratified
by all Kitsap County local governments in 1992 pursuant to RCW 36.70A.210. In August, 2001, the
CPPs were subsequently amended according to procedures of the Kitsap Regional Coordinating
Council. The 2003 amendments were developed over the past two years to address the remaining
policy issues that were not considered in the 2001 amendments. This proposal is the result of
considerable work of the KRCC Policy Board and its supporting technical committees. Following
public heating, the Kitsap County Commissioners made a preliminary approval of the KRCC
proposed amendments on Nov. 24, 2003, with minor revisions. Under KRCC procedures, ratification
of the amendments is required of all participating jurisdictions. Representatives of the Bremerton City
Council and the Mayor participated in the long and extensive deliberations that produced these
proposes amendments.
ATTACHMENTS: Kitsap Countywide Planning Policies with proposed amendments as forwarded
by KRCC to the Kitsap County Board of Commissioners for formal adoption by ordinance, scheduled

FISCAL IMPACTS (Include Budgeted Amount): The proposed amendments to Countywide
Planning policies have no short-term fiscal impacts on City operations but offer long-term prospects
for the City's fiscal improvement

amendments as adopted by the Kitsap Cotmty Board of Commissioners on December 15, 2003.
