SUMMARY: The Administration is proposing to combine the departments of Administrative
Services, Finance and ~lll/into the new Department of Administration and Finance.
This new departmem would be comprised of the divisions of Finance, ~ City Clerk,
BKAT and Information Technology and would offer more effective integration of programs to better
serve citizens and city departments. Job descriptions and salary ranges need to he modified or created
for Director of Capital Projects, Finance Officer, Director of Administration and Finance, City Clerk
and Civil Service Officer/HR Specialist.
ATTACHMENTS: 1) July 8, 2003 Memorandum; 2) Ordinance; 3) Five new job descriptions
FISCAL IMPACTS (Include Budgeted Amount): There would he an annual salary savings to the
General Fund of $10,560 based on the highest step of the salary bands of the five positions proposed
to he changed.

RECOMMENDED MOTION:
1. Move to approve the proposed ordinance on first reading.
2. Move to pass Ordinance No. on second reading and to approve the job descriptions
and corresponding salary bands for the Director of Capital Projects, Director of Administration and
Finance, Finance Officer, City Clerk and Civil Service Officer/HR Specialist and to appoint Kathleen
McCluskey to the pos~ion of Director of Capital Projects and Michael Wilson to the position of
Director of Administration and Finance.
