4. SUMMARY STATEMENT AND REQUIREMENT FOR COUNCIL ACTION:
Combine the departments of Administrative Services, Finance and Human Resources into the new Department
of .4dministration and Finance. This new department would be comprised of the divisions of Finance, Human
Resources, City Clerk, BKAT and Information Technology. The restructuring of these divisions would provide
for a logical and practical integration and alliance of programs under one central administrative structure with
primary focus on improving the management of the City's finances, human resources, communications and
related processes. In order to accommodate the restructuring of the Department, the job descriptions of the
following positions and related salary ranges need to be modified and approved: Director of Capital Projects,
Finance Officer, Director of Administration and Finance, City Clerk, and Civil Service/HR Specialist.
8. RECOMMENDED ACTION:
A. I move to approve the attached ordinance on fu'st reading, creating the new Department of
Administration and Finance.
B. I move to pass Ordinance No. __ on second reading, creating the new Depalhuent of Administration
and Finance, and move to approve the job descriptions and salary bands for the Director of Capital Projects,
Director of Administration and Finance, Finance Officer, City Clerk, and Civil Service Officer/HR Specialist.

5. IMPACT ON NON-PASSAGE:
The impact on "non-passage" of this Ordinance would perpetuate the dysfunction of the current operation
which has the administration of the Finance functions segregated from the management of Administrative
Services and Hman Resources. Administrative Services, Finance and Human Resources all have a natural link
with the administration of personnel, payroll and benefits administration, labor agreements, finance and budget
development. The restructuring of the departments would provide for a logical and practical integration and
alliance of critical programs under one central administrative structure. It would also provide improved
accountability and administrative support to the Mayor for these various City programs.
6. IMPACT ON STAFFING, BUDGETS, FACILITIES, EQUIPMENT OR OTHER RESOURCES
The fmancial impact of this ri:organization would result in an annual salary savings to the General Fund of
$10,560 based on the highest step of the salary bands of the five positions proposed to be changed.
* City Treasurer (change to Finance Officer) - decrease salary band by two levels
· Deputy City Clerk (change to City Clerk) - no change to salary band
· Director of Administrative Services (change to Director of,4drninistration and Finance) - increase salary
band by one level
· Create new position of Director of Capital Projects (position would expire on December 31, 2003) -
establish salary band at the same level as the position of Director of Administrative Services
· Civil Service Officer/HR Specialist (change to Civil Service Officer/HR Assistant) - decrease salary band
by three levels
The new position of Director of Capital Projects salary and benefits would primarily be charged to the capital
projects that this position manages (e.g., Public Safety projects, Government Center) with only a minimal
expenditure coming from the General Fund (less than 10%).
