4. SUMMARY STATEMENT AND REQUIREMENT FOR COUNCIL ACTION:
Modifications to Sewage Pump Station EB-2 are required for the Trenton/Cherry CSO reduction improvements set
forth in the City's CSO Reduction Plan and required for compliance with the PSA Consent Decree. Bids were
opened for the Sewage Pump Station EB-2 2002 Modifications project on November 8, 2002. There were 2 bids
received for this proj ect. Stan Palmer Construction was the lowest responsive bidder with a bid of $1,674,242.50.
The Engineer's estimate for the project was a range of $1,600,000 to $1,900,000, including applicable taxes. The
requested action before the City Council is approval of the contract with Stan Palmer Construction for construction
of the Sewage Pump Station EB-2 2002 Modifications project.
5. RECOMMENDATION:
The City Council approve award of the Sewage Pump Station EB-2 2002 Modifications project to Stan Palmer
Construction, for the amount of $1,674,242.50, including applicable taxes and authorize the Mayor to execute the
same.

Construction of the Sewage Pump Station EB-2 2002 Modifications project will bc delayed, and the City
will be in violation of its Federal Court order.

Budget: The Sewage Pump Station EB-2 2002 Modifications project is funded by a combination of a
Public Works Trust Fund loan and a State Revolving Fund loan. The project is included in thc
2002 Budget and is carried over in the proposed 2003 Budget.
