SUMMARY STATEMENT AND REQUIREMENT FOR COUNCIL ACTION: An increase in assessments, rotes, fees, and charges is required in order to meet the ongoing maintenance, operation, capital, and debt service needs of the City's Water, Wastewater, Storm Water Utilities. In addition to these requirements, the increase in the Water Utility. is proposed to reduce furore dependency on timber harvest revenues currently used to supplement the ongoing operation of the Water Utilit2/, and the Storm Water increase is required to offset application of Payment-in-lieu-of-Tmxes (PILOT) that xx,as not previously applied to this utihty. Staff recommends that assessments, rates, fees, and charges for Water Fund 401 and Wastewater Fund 451 as set forth in Chapter 15.06 BMC be amended effective January 1, 2003 in accordance with the attached Ordinance No. 8. CLEARANCE COMMENTS: 5. 1MPACT ON NON-PASSAGE: Sufficient revenues will not be available to provide ongoing operation, maintenance, capital, and debt service requirements of the Utilities. Without the Water rate increase, there would be an exceptional, unadvisable demand on forest harvest revenues to fund the Water Utility. Additionally, application of PILOT to Storm Water revenues without an offsetting rate increase would have a substantial impact on this utility. 6. IMPACT ON STAFFING~ BUDGETS, FACILITIES~ EQUIPMENT AND OTHER RESOURCES: These rates are required to meet the 2003 budget objectives. 7. RESEARCH SOURCES: Chapter 15.06 BMC.
