4. S~Y STATEMENT ~D REQUIREMENT FOR COUNCIL ACTION:
The attached ordinance grants a one year franchise to Cascade Natural Gas
Corporation for the period October 10, 2002 to October 9, 2003. City
staff reco~ends a one year franchise to allow time to properly prepare to
negotiate a new longer term franchise. The many changes in state and
federal law regarding ROW use and the electricity and natural gas industry
create some uncertainty regarding favorable franchise terms.
8. RECOMMENDATION:
B) Move to pass Ordinance No.~/~on second reading granting a one year
franchise to Cascade Natural Gas Corporation.
