4. SUMMARY STATEMENT AND REQUIREMENT FOR COUNCIL ACTION: Tasks under prior
project agreements have been completed to the satisfaction of the parties, and the parties now wish to have thc
KCCHA proceed with additional tasks related to developing the office building as part of Phase III of the
project. It is requested that Council authorize the Mayor to sign the Phase I~roject Agreement between thc
City and KCCHA, subject to modifications and approval by the City Attorney.
5. RECOMMENDATION: Move to authorize the Mayor to sign the Phase III Agreement subject to
modifications and approval by the City Attorney.

We would lose the momentum established in moving the project forward. As an integral part of the plan to
revitalize the downtown core, this building is vital to downtown development.

It has been agreed that bonds will be issued to pay all costs of the building.
