4. SUMMARY STATEMENT AND REQUIREMENT FOR COUNCIL ACTION:
In November 1999, City Council established by Ordinance No. 4684 the Residential Disconnection Assistance
Program to assist residential property owners in the elimination of improper storm water inflow to the wastewater
system. By Resolution 2779, the Council established a three-year (2000 through 2002) distribution of $70,000 for
limited grants for this program. This resolution established the schedule and criteria for reimbursement to residential
property owners for improvements upon residential property. All funds appropriated in years 2000 and 2001 were not
fully expended as originally anticipated (See Exhibit B). The attached budget adjustment redistributes the original
authorization to the 2002 budget for Wastewater Fund 451 so that all monies appropriated can be distributed to
residential property owners participating in the program to the limits of the original $70,000 appropriation.
