4. SUMMARY STATEMENT AND REQUIREMENT FOR COUNCIL ACTION:
On March 18, 2002, Public Works removed furniture, garbage and a collapsed stairway from the
property located at 927 Highland Avenue after the owners, Linda Lobdell Tisseil, John Gray and Jerry
Bopp, failed to do so as ordered. The legal requirements for notice were met. The cost of the action,
including administrative fees, totaled $926.76. Council must now decide if the fees are just and
reasonable, and how they should be collected.

incurred for the abatement of garbage, furniture and a collapsed stairway located at 927 Highland
Avenue be collected us reasonable abatement costs and become a lien against the property.
